Back Chief of Party, USAID/ Papua New Guinea Electrification Partnership (PEP) Activity

RTI is seeking qualified candidates for a Chief of Party role on its USAID Papua New Guinea Electrification Partnership (PEP) Activity. The goal of this project is to contribute significantly to achieving the goal of 70% electrification by 2030. The Chief of Party will be responsible for leading implementation of all USAID-PEP Objectives and Cross-Cutting activities (community engagement, HICD, gender, government relations). The Chief of Party will also serve as USAID’s primary point of contact in PNG, direct activities by RTI’s consortium partners based in PNG, rapidly respond to any unanticipated changes and field personnel concerns, and provide demand-driven TA.

Responsibilities:

• Responsible for overall management of the project including technical, administrative, financial, operational, security and logistical management.
• Provide overall project vision and leadership, manage overall project design and delivery.
• Liaise with USAID and RTI home office on technical and financial matters; implementation of and reporting on programming.
• Foster and maintain effective, professional relations with a broad range of government counterparts, local organizations, donors, and other stakeholders for successful implementation.
• Oversees preparation and delivery of high-quality reports to USAID, including quarterly and annual reports, and other reports required by the contract. This includes providing project data and information, reviewing documents for accuracy, and writing relevant sections as agreed with the home office.
• Ensure synergies across technical components of the project; Ensures good team planning, coordination, deployment of resources, and intra-team communication in support of project objectives

  • Bachelor’s degree and 18 years of experience; Master’s degree and 14 years of experience; PhD and 10 years of experience.
  • 10+ years of progressively responsible experience and expertise to successfully achieve meaningful and sustainable results in energy security, increasing energy diversification and expanding energy access.
  • Prior experience managing large, complex donor funded projects, preferably in Asia or the Pacific Islands.
  • Technical expertise in all or at least one of the areas in energy markets, policy, and private sector investment,
  • Demonstrated experience in managing teams that have the appropriate skills and experience to effectively execute identified tasks.
  • Extensive and substantive experience working with counterparts at various levels of government, as well as with non-government and regional organizations.
  • Strong technical expertise, superb management skills, and exceptional writing and communications skills in English.
  • Experience working in Papua New Guinea preferred.

    The anticipated pay range for this role is listed below. Our pay ranges represent national averages and may vary by location as a geographic differential may be applied to some locations within the United States.
