The CBI (Cash-Based Interventions) Associate is supervised by the Associate Protection Officer who provides the incumbent with general guidance and oversight of the entire process and will ensure double hatting function is carried out but will not carry out the day-to-day tasks.
The position also assumes functional reporting line to the Inter Agency Coordination Officer for all inter-agency related matters noting that UNHCR is part of the inter-agency response for the Ukraine situation and the Mixed Movement situation.
Contacts are mainly with the colleagues in the same duty (as a multi-functional team) station and in Regional Bureau to exchange information and to discuss the work plans. External contacts are with the national and local authorities, Belpochta (service provider), BMMW (RCS project), Government of Belarus (when and where required).
Duration of the contract: 6 months with possible extension.
The individual is required to be legally present (legally able to work in Belarus) at time of recruitment and hire in the country where the post they are applying for is situated.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Establish, chair and act as secretariat for the cash task force / Cash Working Group (CWG) and participate in other relevant inter-agency coordination fora at the regional and national level. Engage with CWG co-chairs in support to CWG activities.
- In close coordination with CWG members, ensure MEB (The Minimum Expenditure Basket as global terminology is defined as what a household requires to meet basic needs – on a regular or seasonal basis – and its average cost. in Belarus, MEB refers to minimum subsistence budget) for Belarus is reviewed and documented as required.
- Contribute to ensuring inter-agency reporting to UNHCR RBE and other local reporting tasks including interagency ones.
- Work closely with regional UNHCR colleagues to engage in Basic Needs, Cash and other relevant regional coordination and training forums.
- Ensure consistency and coordination in the application of eligibility criteria for UNHCR’s cash-based response.
- Ensure mainstreaming of Protection from and Prevention of Sexual Exploitation and Abuse (PSEA) and Accountability to the Affected Population (AAP) within cash assistance of the RRP.
- Support and/or directly deliver training on CBIs processes and corresponding supporting software (RAIS, Cash Assist) to UNHCR focal points and CWG members.
- Contribute to collection, update, verification, analysis of data and ensure the correct use of RAIS for de-duplication tasks with other agencies and organizations implementing CBIs in Belarus.
- Ensure UNHCR CBI for Belarus is implemented according to UNHCR’s CBI interagency Policy and Guidelines and supports the efforts of the Grand Bargain for cash coordination.
- Liaise with the UNHCR RBE for drafting, finalization and implementation of the corresponding DSA in support to UNHCR’s deduplication efforts.
- Ongoing monitoring and review of SOPs and revise where relevant.
- Participate in risk management reviews, apply treatments and raise risks proactively.
- Establish, verification / adjustment of work implementation schedule.
- Coordination of data collection, update, verification, analysis in relation to UNHCR’s: applications for assistance, payments, analysis and reporting of progress of implementation (implementation rates).
- With the partner coordinate: data collection, update, verification, analysis of UNHCR specific data and processing of beneficiaries’ cases (vs. eligibility criteria) for assignment of CBI.
- Prepare and deliver training on enrolment of beneficiaries and eligibility criteria.
- Carry out regular Post distribution monitoring [of UNHCR CBI implementation] missions to all regions including project monitoring with programme.
- Provide technical CBI inputs to UNHCR planning and reporting.
- Contribute to CBI assistance in contingency plans on behalf of UNHCR.
- Contribute to developing or reviewing eligibility criteria as needed.
- Deliver training on the application of the eligibility criteria.
- Ensure quality assurance of the assignment of CBI-related assistance.
- Contribute to managing and strengthen communication including awareness campaign and CBI related Accountability to the Affected Population for UNHCR including the UNHCR ‘hotline’, strengthening systems and processing feedback and response.
- Prepare and deliver training on CBI including RAIS and CBI implementation.
- Monitor CBI implementation.

Relevant Job Experience
Essential:
Data management experience, preferable in CBI context. Excellent knowledge of computer software and database applications. Experience in Excel and Microsoft Office.
Desirable:
Experience/training in accounting. Good knowledge of UNHCR financial rules, procedures and processes. Knowledge of UNHCR specific programmes (Cloud ERP, RAIS, Cash Assist, etc.). Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities. Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.

Language Requirements
Knowledge of English and UN working language of the duty station (Russian) is mandatory.
