Organizational Setting and Reporting Relationship
The position of Associate Safeguards Officer is assigned to the Private Sector/Pacific Operations Services (OSPP) team within the Office of Safeguards (OSFG). You will be based at our Headquarters in Manila, Philippines.
OSFG was established to implement and monitor ADB's safeguards policy and procedures. It supports ADB management, operational departments, and parties, including borrowers/clients in delivering development solutions in compliance with ADB's safeguards policy. The Office of Safeguards has four teams: (i) Policy and Technical Services, (ii) Regional Operations Services 1, (iii) Regional Operations Services 2, and (iv) Private Sector/Pacific Operations Services.
You will report to the designated International Staff and Senior Officer (as applicable).
Your Role
As an Associate Safeguards Officer, you will support in ensuring that all private and sovereign sector projects processed and administered comply with the social safeguards requirements under the Safeguard Policy Statement (SPS) and other social development policies such as the Gender and Development Policy, Social Protection Strategy, Access to Information Policy (AIP), and their respective operations manuals, related procedures and mandates; (ii) contributing to the interdepartmental policy discussions in the area of social development, social protection, gender and development, consultation and participation and engagement with civil society, and (iii) developing related knowledge products and services for use by sector staff and borrower/clients. The SPS is being replaced with ADB’s new Environmental and Social Framework and associated standards (ESS), 2026; you are expected to develop necessary skills to complete projects against these new standards in due course.
You will:

b. Strategic and Planning Work
Help review social policies related to gender and development, social safeguards, social protection, gender and development, consultation and participation and engagement with civil society among others and related operations manuals. Review relevant ADB policies, operations manual, staff instructions, guidelines, and handbooks and suggest measures to ensure consistency with SPS and other social policy requirements.c. Knowledge Management
Help develop knowledge products and services, including the formulation of policies and preparation of handbooks, best practice manuals, by reviewing project design and implementation experiences, collaborating with project practitioners and social science experts, and monitoring the applicability of current methods. Support preparing technical assistance (TA) projects and related activities and undertake research on social development and social safeguards and provide technical information to help prepare several reports and studies. Update the safeguards team’s database of projects on compliance status of assigned projects, contribute to the project data sheet for several projects, and collaborate with line division staff in uploading social documentation of several projects in ADB website and contribute to the Integrated Safeguards Management System and development safeguard teams’ database systems and IT systems. Help prepare training modules and conduct training programs on gender and development, social protection, consultation and participation and preparation of other knowledge products.d. Internal and External Networking
Participate in several communities of practice and networks and inform sector staff on developments. Keep sector staff informed of social development and social safeguards-related issues and processes of other multilateral, bilateral financing and other institutions.e. Administrative Support
Help prepare training modules and conduct of training programs on gender and development, social protection, consultation and participation and preparation of other knowledge products. Help engage social staff consultants required to support OSFG in monitoring compliance with ADB’s social requirements. Help administer TA projects related to social development / social safeguards by managing progress of TA implementation, contracting consultants, supporting us and implementation of conferences and workshops by formulating budget, activity plans and work programs, among other tasks.You will need:
Bachelor's degree in social sciences/development studies; preferably with Master’s degree or equivalent; At least 5 years relevant experience in the field of involuntary resettlement, indigenous peoples, social development, gender and development, and labor and social protection; some management experience. Knowledge of current and alternative approaches and methodologies in addressing social issues into projects and in several financing modalities in non-sovereign operations; demonstrated ability to solve social safeguards, partner engagement and labor challenges in projects. Intensive project/field-based experience on social development and social safeguard aspects of projects Proficiency with social impact analysis, social assessments, and participatory development, and knowledge of ADB's social policies on gender and development, social protection, and public communications, among others; and familiar with involuntary resettlement planning, indigenous people’s development planning, and community driven development, among others. Knowledge of statistics and social research methods as applied to social impact assessment and ex-post assessment of impacts of projects.
