1. General Background
Based at UN City in Copenhagen, UNHCR's Private Sector Partnership Service (PSP) supports the Agency's global collaboration with the private sector through its network of fundraisers and national associations in the Americas, Europe, Asia, the Middle East and Gulf region and Africa. The new Private Sector Engagement Strategy has the vision to deliver PSP into a service capable of generating $2bn in value by 2033.
PSP’s Private Partnerships and Philanthropy (PPH) Section, under PSP, develops and strengthens long-term partnerships with corporations, foundations, and private philanthropists (“PPH donors”). The primary role of PPH colleagues is to seek various forms of support from such donors: securing funding for UNHCR programs and projects is considered priority, but the work also includes leveraging the capacities of these relationships beyond funding, to build long-lasting holistic partnerships bringing various forms of support to UNHCR and to persons of concern, such as advocacy, visibility, expertise, innovation, and public engagement.
The Strategic Framework for Partnerships and Philanthropy – a subset of the PSE Global Strategy – identifies the establishment of a data-driven approach to planning and investment as a critical success factor to achieving the PPH global target of raising USD 300 million annually from corporations, foundations, and private philanthropists. The Associate PPH Officer (Digital & Data Analytics) is a significant element of this scenario.
The incumbent will support fundraising and partnerships efforts of PPH colleagues globally by delivering the relevant quantitative and qualitative data, research and insights required to plan effectively for partnerships and philanthropy, to ensure PPH colleagues can tap into opportunities most likely to generate growth, and to establish, cultivate, steward and retain strategic, multimillion dollar relationships with private sector entities.
2. Purpose and Scope of Assignment
The Associate PPH Officer will play a central role in coordinating and driving data-informed decision-making, advancing digital tools and systems, and implementing a robust Monitoring and Evaluation (M&E) framework for UNHCR’s Private Partnerships & Philanthropy (PPH) initiatives globally.
Reporting to the Senior PPH Officer (Strategic Planning & Coordination), the role will ensure the alignment of PPH strategies with organizational goals and facilitate both financial and non-financial impact towards UNHCR’s objectives. This position will also functionally oversee, coordinate and contribute to the successful implementation of critical CRM and digital projects, including on effective project management, stakeholder coordination, PPH data analysis and fundraising insights, and timely delivery of key milestones. This will work be done hand in hand with other colleagues in the SP&C team, as well as the PSP Global Data Analytics team.
Scope of Work:
1. Strategic Planning & Framework Development:
o Design and operationalize a comprehensive M&E framework for PPH initiatives globally, incorporating financial and non-financial indicators.
o Develop and implement data-driven strategies to optimize partnerships and philanthropic outcomes.
o Monitoring and reporting of PPH fundraising programme and provide substantive inputs on income growth to resource allocation and investment process
2. Digital Tools & Systems:
o Provide guidance and oversight for digital system implementation projects, including CRM enhancements and dashboard development.
o Have a 360 overview of critical CRM and digital system projects to enhance data management and analytics capacity.
o Ensure seamless integration and utilization of digital tools and platforms across global and regional PPH teams.
3. Analytics & Insights:
o Conduct analyses and deliver insights tailored to the needs of senior leadership and key stakeholders.
o Create and maintain dashboards that track key financial and non-financial performance metrics.
o Coordinate across the PSP section to ensure consistency on BI and analytics solution
4. Coordination & Oversight:
o Facilitate collaboration with global and regional teams to ensure consistent application of tools, frameworks, and systems.
o Provide guidance and technical oversight to colleagues working on data systems and digital projects.
o Contribute to change management & business transformation on behalf of PPH
5. Capacity Building:
o In collaboration with other team members, train and support PPH staff in adopting digital tools and leveraging analytics for informed decision-making.
3. Monitoring and Progress Controls
The following key performance indicators (KPIs) will guide and measure progress:
M&E Framework Development:
o Delivery of an M&E framework that captures both financial and non-financial returns.
Digital System Enhancements:
o In collaboration with the Synergy team and Associate PPH Officer (SP&C), timely implementation of CRM and other digital system projects, meeting established milestones.
Adoption of Tools & Frameworks:
o Demonstrated increase in the usage of dashboards and digital tools by PPH teams globally.
Analytical Deliverables:
o Delivery of bespoke analyses and performance insights to leadership and stakeholders.
Collaboration & Capacity Building:
o Evidence of strengthened collaboration among PPH teams and improved digital skills.
Progress will be reviewed periodically with the Senior PPH Officer (Strategic Planning & Coordination).
4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)
Advanced university degree in Data Science, Information Systems, Monitoring & Evaluation, Business Administration, Social Sciences, or a related field.
A first-level university degree combined with additional relevant work experience may be accepted in lieu of the advanced degree.
b. Work Experience
A minimum of 3 years of relevant experience (With a Bachelor’s degree) or 2 years of experience (With a Master’s degree) in data analytics, CRM/digital systems, M&E frameworks, or private partnerships and philanthropy.
Proven track record in managing complex projects, particularly those involving CRM or digital tool implementation.
Prior experience in non-profit, humanitarian, or international organizations is an advantage.
c. Key Competencies
• Proficiency in data analysis, business intelligence tools (e.g., Power BI), and CRM systems (e.g. Salesforce).
• Strong knowledge of digital systems for data collection, management, and reporting.
• Ability to design, monitor, and evaluate both financial and non-financial performance indicators.
• Proven ability to manage initiatives with multiple stakeholders, ensuring timely and successful delivery.
• Strong interpersonal skills to engage with diverse teams and communicate complex data effectively.
Desired Competencies:
• Familiarity with UNHCR’s operations, policies, and procedures.
