    Organizational Setting and Reporting Relationship

    The position of Assistant Controller is assigned to the Trust Fund and Administrative Expense Division (CTFA) within the Controller's Department (CTL). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Controller and will supervise assigned International and Local Staff.

    Your Role

    As an Assistant Controller, you will lead the implementation and supervision of the division's vision, goals, strategies, and work plan to support overall ADB goals. You will oversee the quality of work and ensure the achievement of objectives of the division concerning financial reporting, internal controls over financial transactions, safeguarding trust funds, authorizing administrative expenses, improving business processes, overseeing relevant financial systems, and developing procedures. You will support external and internal relations, coordination, and consultation initiatives for the department. You will provide general guidance and supervision on daily operational issues and compliance with ADB policies. You will also work within a broad concept and framework to define own scope of objectives and activities, applying a high level of autonomy in selecting appropriate methods and approaches.

    You will:

    a. Leadership and Strategic Management

  • Provide leadership in implementation and supervision of work plans and monitor the quality of output and the achievement of long-term goals and annual goals for the division.
Provide leadership in operational matters, taking the lead in contributing innovative approaches to developing accounting policies, procedures and resolving operational issues.

b. Financial Reporting, Analysis and Oversight

Provide supervision and guidance in maintaining sound accounting policies, systems, and records. Ensure accurate accounting of financial transactions. Prepare financial reports for trust fund operations and ADB's Sustainability Report. Lead improvements in financial reporting, sustainability reporting, and related accounting responsibilities. Ensure a sound internal control framework over financial reporting, non-financial reporting and transactions. Safeguard trust funds under the administration of ADB by (i) preparing financial information of special funds (except Asian Development Bank Institution, Technical Assistance Special Fund and Asian Development Fund), trust funds, and project-specific cofinanced technical assistance (TA) and grants; (ii) ensuring appropriate controls are observed in the course of financial reports preparation; and (iii) preparing audited financial statements of trust funds and project-specific co-financed TA and grants which require external audits following the provisions in the agreement with the Donors. Lead the review and subsequent implementation of improvements to financial systems and procedures to promote accuracy of information and efficiency in processing while maintaining appropriate internal controls.

c. Administrative and Other Expenses Processing and Accounting

Provide management and guidance in ensuring payments and accounting of administrative and other expenses follow ADB's policies and the generally accepted accounting principles. Provide management and guidance in ensuring administrative expenses incurred by field offices are accounted for and comply with ADB's internal guidelines and procedures. Oversee internal control assessment in Field Offices (FO) by overseeing the accounting system and procedures for internal administrative expenses (IAE), one-time establishment costs (OTEC) and capital expenditures (CAPEX) of a FO and other procedures in respect of financial and bookkeeping matters.

d. Operations Management

Oversee daily operations and management of the division and the resilience center in Bangkok and provide guidance on operational issues and ADB policies. Inform and provide recommendations to the Controller of developments, latest opportunities, and challenges. Facilitate coordination and cooperation with other ADB departments and internal stakeholders. Undertake the performance management of the division, including motivation of division staff. Manage budget and resource allocation for the division, ensuring efficient allocation and use of resources, including staffing and training requirements. Provide general guidance in ensuring that related processes are efficient through streamlining and automating.

e. Digital Transformation

Support ADB's Digital Agenda by participating in developing and delivering digital opportunities and strategies towards ADB's digital transformation. Enhance CTL's Information Technology (IT) infrastructure and implement new IT systems and tools to better support CTL's business operations to adapt to the fast-evolving IT landscape affecting business processes and mode of financial transactions globally.

f. Internal and External Relations

Provide support for relationship management and coordination with the Board, Senior Management, other departments, and external clients.

g. Staff Supervision

Create and lead multidisciplinary teams and ensure the quality of their work. Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance. Provide mentoring to teams and individuals and ensure their ongoing learning and development. Support and pursue appropriate gender balance. Promote Culture Transformation Initiative core values within the division.

Qualifications

You will need:

Master's degree in accounting, finance, business administration or economics, with an internationally recognized professional certification, such as CPA, CA, or its equivalent; or University degree and at least 10 years specialized experience relevant to the position can be considered. At least 15 years of broad-based professional experience in accounting, finance, and internal control. International experience working in several countries with experience in international or multinational financial institution. Knowledge of US general accounting standards and international financial reporting standards. Sound management skills and leadership qualities in handling staff towards understanding their responsibilities and achieving the Division's objectives. Additional Information

This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years, allow it to expire, or reengage staff to their most recent technical international grade, [1] to optimally utilize the Staff's technical skills under either a Fixed-term Appointment with Option to Renew or a Fixed-term Appointment with Option to Regularize, with the salary range corresponding to that technical international grade. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.

[1] This does not apply to external candidates and to candidates who do not have a technical international grade.
