The proposed project supports the Government of the Kyrgyz Republic in establishing its National Adaptation Plan process to the climate change.

The project objective is to strengthen institutions and enhance vertical and horizontal coordination for climate change adaptation planning, facilitate mainstreaming of climate risks at sectoral and subnational levels, and identify a program of priority climate change adaptation investments.

To catalyze investments to enhance adaptive capacity in the Kyrgyz Republic, the Project will support the development of the following documents:

  • National Adaptation Plan,
  • Four adaptation plans for priority sectors (disaster and emergency management, health, biodiversity conservation, and agriculture and irrigation water), as well as programmes for their mainstreaming into sectoral policies,
  • Three adaptation plans for Southern oblasts and their mainstreaming into local development plans,
  • Eight pilot projects to catalyze investments.

He/she will be responsible for effective delivery of budgeting and reporting services and transparent utilization of the projects’ resources. He/she analyzes and interprets the budgeting and expense rules and regulations and provides solutions to a wide spectrum of complex budgeting issues. The Administrative and Budgeting Specialist promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

GCF (Green Climate Fund) is very demanded donor for reporting and budgeting, therefore need an experience person for daily montoring of implementing activities in the administrative- finance system.

 

Under the direct supervision of respective Project Manager(s) and in close collaboration with other Project Coordinators, the Administrative and Budgeting Specialist will be responsible for effective delivery of administrative and budget reporting services. The Administrative and Budgeting Specialist promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

Administrative and Budgeting Specialist supervises and leads the Administrative/Finance Assistants of the UNDP CC/DRM Cluster. The Administrative and Budgeting Specialist works in close collaboration with the operations and programme teams both in the respective cluster and in the CO, ensuring successful cluster performance.

Summary of Key Functions:

1. Ensures implementation of operational strategies:

  • Full compliance of administrative services and budget reporting activities, implementation of the effective internal control, audit follow up in line with UNDP/GCF/GEF rules, regulations, policies and strategies;;
  • Review, research, verification and reconciliation of a variety of data and reports ensuring accuracy and conformance with administrative rules and regulations, including  maintenance of administrative records and coordination of assets management, timely preparation and submission of periodic inventory reports
  • Contribution to preparation and monitoring of annual work plan of CC/DRM/Environment clusters
  • Monitoring of data clean-up and preparation of respective reporting
  • Supervision of the respective personnel

2. Ensures administrative and budget reporting management :

  • Projects resources management through planning, guiding, controlling in accordance with UNDP rules and regulations and as per donors’ requirements.
  • Preparation and submission of respective parts of donor reporting, which includes data verification and consultations with the CO Operations Unit.
  • Management and monitoring of budget implementation, review and finalization of budget performance reports, including forecasting, analysis, and recommendation of reallocation of funds as necessary, monitoring of exception reports and proper follow up
  • Monitoring of advances and its timely submission to the CO Operations Unit.

3. Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff of the respective cluster.
  • Synthesis of lessons learnt and best practices in budgeting and reporting.
  • Sound contributions to knowledge networks and communities of practice.

4. Performance of other relevant duties as required by the supervisors

Min. Academic Education

  • Master Degree in Management, Business Administration, Economics, Finance or related field.

Min. years of relevant Work experience

  • At least 1 year of relevant administrative and/or finance  experience

Required  skills and experience

  • Experience in compiling and analyzing technical and financial data, and producing reports and key figures for decision making;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Desired additional skills and experience

  • Experience of managing budgets in development projects/portfolio and preparing donor resources reports is a strong asset.
  • Knowledge and experience working with ERP (Atlas, Umoja, etc.) is a strong asset.
  • Working experience in UN/UNDP is a strong asset.

Required Language(s) (at working level)

  • Fluency in English and Russian languages;
  • Knowledge of Kyrgyz is an asset.

Professional Certificates

  • Trainings in finance confirmed by certificates is a strong asset.
