Purpose of the Consultancy

To reinforce the Operations Support & Logistics (OSL) Supply team to cope with the increase of workload due to the current COVID-19 emergency operations by providing technical support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will support the Quality Assurance component of the response.

Background

Since the beginning of 2020, the HQ OSL Supply team has been supporting a major part of the COVID-19 emergency responses of the Division of Emergency Response (WRE). The OSL Supply team provides continuous support to the Regional Offices and WHO Country Offices with delivery of supplies (PPE, laboratory and medical devices).

Work to be performed

The general objective of this consultancy is to provide support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will :

  • Ensure that the appropriate quality standards are being consistently applied and maintained during the WHE*[1]* / OSL procurement process.
  • Arrange for Quality Control testing of products as well as take the lead on follow up on results that are non-compliant.
  • Review and approve batch documentation records (performance testing and other required certification documents)
  • In collaboration with BOS*[2]* / SUP*[3]* unit, and under guidance of the supervisor, take part in approval of manufacturers. Arrange GMP/GDP inspection of manufacturers where relevant.
  • Manage handling of complaints and recalls of medical products under guidance from the supervisor.
  • Arrange Pre-Delivery Inspections of medical products in order to ensure compliance with specifications for the products.
  • Ensure that temperature control measures are implemented for shipments of medical products supplied to and from WHO warehouses as well as for direct shipment to the customer.
  • Develop, oversee, and maintain quality assurance Standard Operating Procedures (SOPs) for WHE/OSL in alignment with BOS/SUP staff.

  • Quality standards are consistently applied and maintained for WHE/OSL procurement process.
  • Quality Assurance Standard Operating Procedures (SOPs) for WHE/OSL are drafted.

Contractual Arrangement: INDIVIDUAL Consultancy**

Contract Duration: 3 months

Specific requirements

1. Qualifications required: An University’s degree in Pharmacy, Supply Chain Management, Engineering or Business and Administration

2. Experience required:

  • Essential: Minimum 5 years’ experience in Quality assurance management of medical products in a governmental authority, or an international organization, some of which should be at the international level.
  • Desirable : Knowledge of GDP and experience in implementing GDP requirement

3. Language requirements: Proficiency in English (oral and written) are required.

4. Skills / Technical skills and knowledge:

  • Demonstrated knowledge and experience in supply chain management, supply operations, and/or procurement.
  • Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively.
  • Excellent analytical and writing skills.
  • Computer literacy and ability to effectively use office technology equipment and IT tools.
  • Demonstrated ability to work in multi-cultural, multi-disciplinary environment.
  • Demonstrated capacity to deliver results in time critical scenarios.
