Job Title: Quality Assurance Manager

Department: Programmes

Reports To (Function): Country Director

Location: Juba, South Sudan

Purpose of Position:

Provide leadership in the establishment and management of quality assurance in JAM South Sudan (JAM SS),

 positioning JAM as a leading agency in evidence-based programming

Design JAM South Sudan Quality Assurance Framework and Strategy

Support evidence-based decision-making

Design Programme monitoring, evaluation and reporting systems and tools

Lead the planning and implementation of all quality assurance activities

Lead the planning and implementation of information management system

Lead the planning and mainstreaming of Gender, Protection and Conflict Sensitive Programming

Lead timely and accurate reporting

Key Responsibilities:

Design JAM South Sudan Quality Assurance Framework and Strategy

Develop the quality assurance framework and policy for JAM South Sudan

Develop and manage quality assurance work plans

Assess quality assurance training needs and develop capacity building plan for JAM staff in Juba and at the field

Develop quality assurance Standard Operating Procedures and guidelines for JAM SS

Support evidence-based decision making

Review project proposals for quality and evidence of causal analysis

Analyze monitoring and reporting data and communicate timely to program staff so that results of analysis inform Programme decision making

Conduct quarterly project performance reviews with project staff and other stakeholders and monitor implementation of actions

Prepare periodic program and project reports such as key performance indicator reports, donor quarterly, bi-annual and annual reporting requirements

Prepare data for internal and external reports as required

Keep track of the staff evidence based ecision making meetings on a monthly basis

Design Programme monitoring, evaluation and reporting systems and tools

Working with the Programme Manager, Coordinator and the central M&E team

Design and implement the JAM SS Monitoring and Evaluation system

Design data collection tools to verify indicators identified in the project plan

Develop and implement a plan for inclusion of cross cutting-themes in JAM SS monitoring and evaluation system.

Ensure accurate output data and quality reporting and is implemented country-wide

Develop a monitoring plan for JAM SS, regularly identify planning and M&E Information requirements for the project

Lead the planning and implementation of all quality assurance activities

Lead JAM SS institutional learning and reflection

Document lessons learned and best practices for JAM SS

Establish systems and mechanisms for Accountability to disaster affected populations

Establish community complaints and feedback mechanisms in all JAM projects

Lead the planning and implementation of information management system

Develop information and communication materials for local engagement and advocacy

Ensure quality stories and pictures to support JAM INT communications and marketing

Lead the planning and mainstreaming of Gender, Protection and Conflict Sensitive Programming

Develop training on gender and protection mainstreaming

Review proposals and budgets for evidence of gender and protection considerations

Ensure JAM’s alignment and compliance with the Gender Marker Tool

Represent JAM in engagement with the Gender working groups

Represent JAM in engagement with the protection working group

Quality Assurance budgets

Review project proposals and budgets for quality assurance

Ensure that all project budgets are properly prepared to support quality assurance objectives

Skills/competencies

Languages: English is essential, Arabic is preferable

Experienced in NGO programming

Ability to foster and sustain collaborative networks

Strong initiative and assertiveness

Willingness to learn and ability to conceive JAM’s vision and passion· Strong and effective communications, both oral and written

Ability to work under pressure and flexible to work late hours to meet deadlines

Qualifications required

Individual must be results orientated, highly self-motivated and have demonstrated analytical skills. The successful candidate will thrive in a multi- cultural environment as part of a rapidly growing and developing organization and be personally committed to quality humanitarian action

Degree in relevant field of study, or equivalent work experience At least two years’ experience in the humanitarian and development sector including specific monitoring and evaluation experience (M&E Systems and tools design and implementation, data collection, entry, cleaning, analysis, reporting)

· Experience in training others in monitoring and evaluation

Excellent IT, written and verbal communication skills

Fluency in written and spoken English with exceptional written and verbal communication skills

A good understanding of humanitarian and development issues particularly those related to nutrition, food security & livelihoods, WASH, Education

Excellent organizational skills and understanding of monitoring and evaluation practices highly developed interpersonal and communication skills including influencing, negotiation and coaching

Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

Strong relationship building, influencing, negotiating & interpersonal skills, with the ability to liaise with key stakeholders on child rights issues

Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
