  • Contribute to the elaboration of the project’s deliverables based on the identified priorities and national context.
  • Coordinate the implementation of project deliverables in support of the Government’s reform agenda.
  • Undertake comprehensive analyses of international and domestic anti-corruption issues trends.
  • Participate in the development of policy papers and recommendations.
  • Establish and develop partnerships with relevant stakeholders engaged in the implementation of the national anti-corruption strategy, as well as the broader anti-corruption agenda in Lebanon. 
  • Establish and maintain dialogue with representative of the international community, international organizations, and UN agencies.
  • Identify core advocacy concerns and contribute key messages to broader advocacy related to anti-corruption and transparency initiatives. 
  • Represent UNDP as needed, in relevant international and national meetings, seminars, panels, etc. on the anti-corruption agenda. 
  • Provide guidance to project team and relevant counterparts.
  • Develop annual work plans and corresponding budget plans contributing to the achievement of target outputs specified in the project document.
  • Develop and update quarterly work plans and expenditure plans based on the agreed annual work plan.
  • Monitor project progress against work plans and budget plans and finalize project progress reports (quarterly, annual, risk log, and substantive) to UNDP. Progress reports will be prepared against set targets and indicators, ensuring effective knowledge acquisition by national counterparts and full compliance with all administrative, and audit requirements.
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports. 
  • Participate in, and advise on the recruitment of project staff and other project inputs.
  • Provide direction and guidance to the staff by assigning responsibilities and tasks and supervision of performance.
  • Organize regular meetings for the Project team members to assess progress, discuss challenges and constraints, and agree on steps to adopt. 
  • Provide guidance and technical support in the preparation of terms of reference for required inputs (individual and institutional consultancy services, procurement of goods, organization of training, seminars, etc.) 
  • Ensure the mobilization of competent national and international experts in accordance with the project agenda. 
  • Supervise consultants and evaluate their performance in delivering individual outputs as described in the terms of reference.
  • Supervise all operational matters and documents, including payment orders, contracts, bids, etc. Oversee and account for all the project logistics, including auditing and inventory of equipment.
  • Manage and monitor the project risks as initially identified in the Project Document, submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log. 
  • Report to the Governance Programme Manager and Regional Programme Chief Technical Advisor regularly and report on quarterly progress. 
  • Ensure that relevant project outputs, good practice, and lessons learned are captured and disseminated in compliance with the quality requirements of UNDP.
  • Ensure proper coordination with all partners. 
  • Liaise with the Project Board and appointed project assurance to assure the overall direction and integrity of the project, and identify and obtain any support and advice required for the management, planning, and control of the project. 
  • Prepare the final project report, including measurement of progress against set goals and objectives. 
  • Identify follow-on actions and submit them for consideration to the Project Board. 
  • Extensive knowledge of Lebanese political, social, and economic contexts, as well as current challenges;
  • Solid knowledge of anti-corruption concepts, standards, and practices, including the UN Convention against Corruption, as well as the related institutional and legislative landscape in Lebanon;
  • Strong ability to draft, edit, and produce results-focused reports meeting UNDP and international standards;
  • Displays cultural, gender, race, nationality and age sensitivity and adaptability;
  • Excellent interpersonal, communication and writing skills; 
  • Excellent organizational and analytical skills;
  • Proven versatility and ability to adapt to complex, volatile and demanding working environment; 
  • Dedication to the principles of UNDP, especially of its mission, vision, values, and working in a culture of neutrality;
  • Demonstrated leadership skills and self-management; and 
  • Fluent in the use of computers, MS Office (namely, Word, Excel, and PowerPoint) and online research facilities.
  • Bachelor’s Degree or Masters Degree in Law, Public Policy, Political Science, Economics, or any other related field.
  • Minimum of eleven years of progressive experience in project management and implementation with a Bachelor degree, or eight years with a Masters Degree, 
  • At least six years of experience in the area of anti-corruption, more broadly, governance. 
  • Experience with the Lebanese Public Administration and/or a UN Agency is required (at least 2 years).
  • Proven experience in strategic planning and performance management; 
  • Proven experience in working with a wide range of partners (public institutions, private sector, donors, civil society) and proven ability to negotiate and to troubleshoot relationships with a variety of stakeholders;
  • Fluency in written and oral Arabic and English. Knowledge of French is an asset.
