The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed

The overall objective of the EU COVID-19 Solidarity Programme for the Eastern Partnership project is to mitigate the impact of COVID-19 in the EaP countries thus contributing to their longer-term social and economic resilience. The action will support the partner countries in their fight against the virus and address better the needs of the most vulnerable people. Its objective will be achieved through the:

1) mobilisation of an effective, rapid, and coordinated response to COVID-19

2) strengthening of the national capacity to effectively prevent, prepare for, detect and respond to public health emergencies.

The project commencement date was 27 March 2020 with initial duration of 2 years (until 27 March 2022). The project has a designated project management team at regional level and country project teams in each of the 6 EaP counties (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine).

Duties and Responsibilities

Summary of Assigned Duties:

Within the framework of the EU COVID-19 Solidarity Programme for the Eastern Partnership project, the purpose of the position will be the day-to-day running of the project in a national context, liaison with EU, partners, regional pro-country offices project teams, preparation and monitoring of workplans, daily oversight of the project budget and financial implementation vis-à-vis EU funding requirements.

Key duties:
1. Provide daily management, monitoring and technical support as regards the assigned programmatic activities at country level;
2. Preparation and monitoring of project/programme implementation work plans and schedules; monitoring and quality assurance of work packages and work flow follow-up ensuring achievement of the targets within the pre-set constrains (scope, time, budget);
3. Conduct on-going monitoring and evaluation of the performance against the targeted results in accordance with the WHO and/or donor requirements and WHO impact framework;
4. Provide regular updates on a consistent basis to various internal and/or external stakeholders and prepare progress reports as per the needs and in line with any specific requirements in play and within the set deadlines;
5. Conduct timely and sound financial management of the available resources as to ensure smooth activities implementation within the set budget. Manage and exercise control over the budgets, cash flows, expenditures. Ensure eligibility and correctness of the expenditures against the approved budget and applied financial rules and procedures;
6. Provide support in developing, updating and adapting relevant strategic or operational documentation (including but not limited to plans, tools and templates, briefings, reports, advocacy and training materials, etc.) as per the needs and in coordination with the WHO Regional office for Europe;
7. Provide technical and organizational support for the preparation, carry out and proper reporting and follow-up on coordination meetings, capacity building events, international or national missions by WHO, other partners, experts, etc.;
8. Assist in coordinating and facilitating improved information and knowledge management within the team for the purpose of monitoring and evaluation, organizational learning and reporting, with a particular responsibility for maintaining and improving the activities databases/lessons learnt log.
9. Perform other duties as required by the supervisor for the successful implementation of the project and assigned tasks.

Required Skills and Experience

Educational Qualifications:

Essential: University degree (Bachelor’s level) in medicine, epidemiology, public health or similar area, relevant to this position
Desirable: Master’s degree or advanced training in any of the above.

Experience:

Essential: At least 5 years of experience in project management and/or monitoring and evaluation of donor-funded programmes/projects within the national context. Demonstrated experience working with multiple stakeholders such as national policy makers and/or NGOs in the area of public health.

Desirable: Demonstrated experience in planning and coordination and implementation of health-related projects or programmes. Relevant experience with(in) WHO, UN agency or international organization.

Use of Language Skills:

Expert knowledge of English is required.
Expert knowledge of the local language of the duty station country is required.

Expert knowledge of Russian is required.

Functional Knowledge and Skills:
Demonstrated knowledge of the goals and procedures of international organizations (United Nations system, donors, major non-governmental organizations) and European Union-funded health projects in countries.

Remuneration
Remuneration comprises an annual base salary starting at USD 35,147 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
