NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmed to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
Roles and responsibilities
The ICLA Officer is responsible for undertaking legal casework and capacity-building activities of the ICLA programme. The officer will undertake legal analysis and, with support of the Project Manager or legal advisor, resolve cases through advice, mediation and formal legal action.
Generic responsibilitiesImplementation of NRC’s ICLA program policy at office level Ensure that ICLA is an integral part of program activities Train and advice staff and partners on ICLA Produce data collection, reports and analysis as required Provide, in consultation with field teams, recommendations on ICLA actions and response mechanisms Represent NRC in protection and shelter cluster meetings and cooperate with relevant partners Be updated on local and national news and provide briefings to NRC staff on relevant information Be alert to the security implications of NRC’s activities relating to protection and Human Rights concerns
Specific responsibilitiesProvision of direct legal support to programme targets using a variety of approaches including alternative dispute resolution methodologies, counseling and formal representation. Carry out regular outreach including, where appropriate, home visits to particularly vulnerable clients that would be otherwise unable to access the office or legal centres; Conduct awareness training and training activities for communities, government officials and NGOs on a rights-based topics. Ensure cases are processed in a timely manner according to case management and client handling procedures. Ensure case management and monitoring tools are maintained. Undertake monitoring of themes relevant to the programme by ensuring a regular field presence Maintain good working relations with implementing partners, INGOs, NGOs and UN agencies; Conduct legal research as required. Write activity reports which include legal analysis as required; Assist in conducting research as required. Assist in strategic review; monitoring and evaluation activities and identification of other relevant ICLA activities. Collation of information on government and NGO policies pertaining to IDP’s and monitors the general context through regular field access to identify issues affecting IDPs which relate to ICLA/HLP themes. Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector. Supervise, evaluate and appraise ICLA paralegals in South Central. Perform any other relevant tasks as assigned by the supervisor.
Generic professional competencies for this position:University degree in social sciences. Bachler of law is added advantage. Minimum of 2-3 years work experience with specific experience in a law firm, judiciary, NGO, legal or international organization in the area of protection or human rights Thorough understanding of legal provisions and procedures in Somalia. Knowledge and experience with human rights issues and an understanding of international law. Maturity, results orientated and willing to work long hours Excellent interpersonal skills. Ability to relate to both urban and rural communities in friendly, open and professional manner Experience of using desktop office software including MS Word and Excel. Experience from working as a Legal Officer in a humanitarian/recovery context Experience working with and implementing projects through local partners, paralegals, local authorities and community dispute resolution committees Training skills Reporting skills Budget monitoring Experience in research and data analysis Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge about own skills/profile
