PURPOSE OF POSITION:
ARK Group is recruiting a Grants Officer based in Beirut to support the Enhancing Public Accountability and Trust In Lebanon (EPATL) small grants program funded by the US Government. The objective of the EPATL program is to support the role of civil society to engage citizens in influencing change that results in or contributes to greater efficiency, responsiveness and/or accountability. This is to be achieved in part through grants implementation and capacity building for CSOs and NGOs in Lebanon to implement advocacy projects.
KEY RESPONSIBILITIES:
The Grants Officer will, under the supervision of the Project Manager, support implementation of the EPATL small grants program. This will include the following responsibilities:
Lead on grantee budgets and cash projections, liaising closely with grantees and the Finance Department on spend forecasts.
Lead on internal review and clearance of monthly financial reporting, ensuring timely and accurate payments are made to grantees.
Submission of grantee draw-down requests on the ARK Payment Request system.
Conduct periodic site visits and/or audits of grantees to ensure grant implementation is compliant.
Support the Project Manager with performance monitoring of the grantees and raise issues affecting project compliance and/or progress.
Maintain accurate and up to date grantee files (electronic), readily available for internal and external audits and review.
Maintain an up to date grants tracker, ensuring regular internal distribution and visibility for all stakeholders.
Support with any project training logistics, including but not limited to, organising venues, entering into supplier agreements and serving as main point of contact with SMEs/Consultants.
Support with any other administrative and procurement needs of the project, including purchase of equipment required by project personnel and setting up supplier/consultant Payment Requests.
Support with contracting of SMEs/consultants as required by project.
Contribute to project reporting and M&E as needed.
REQUIREMENTS:
Minimum of a Bachelors in Social Science or a related field
At least three years of experience working on small grants programmes, ideally in the field of advocacy.
Previous work on donor-funded projects and knowledge of reporting requirements. Knowledge of US Government sub-recipient compliance is required.
Background in finance is an asset.
Experience working with civil society in Lebanon and knowledge of the civil society space in Lebanon.
Must be a self-starter with a demonstrated aptitude for creativity and adaptability in challenging environments.
Arabic and English fluency required. French is an asset.
Digital literacy; Ability to work remotely.
