Context:

As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. In line with the commitments to the global Call to Action on Protection Against Gender-Based Violence in Emergencies, and in accordance with the IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action (2015), IOM has been working to improve GBV prevention and risk mitigation in Camp Coordination and Camp Management (CCCM), Shelter and Displacement Tracking Matrix (DTM) operations worldwide. Seeking to consolidate and expand upon pilot initiatives, IOM’s interventions have been designed to reduce vulnerabilities to GBV at the onset of emergencies by building the capacity of field practitioners to identify, prevent and mitigate GBV risks, providing innovative tools to improve the management of sectoral responses and coordination of service provision in response to identified risks, enhancing operational collaboration between IOM sectors and GBV and other specialized Protection actors, and improving women’s participation in camp governance structures.

Building on a better understanding of operational challenges of tackling GBV and the areas in which IOM can most effectively contribute to the collective efforts of the humanitarian system to address such violence, IOM has expanded GBV interventions beyond the CCCM portfolio and recently launched its first Institutional Framework for addressing GBV in Crises (GBViC). The Framework defines the Organization’s vision and approach and articulates the scope of strategic interventions identified to guide IOM crises operations worldwide in mitigating GBV risks, supporting GBV survivors and addressing the root causes of GBV. The Framework will be accompanied by a toolkit for operationalizing the strategic interventions.

Under the overall supervision of Head of Preparedness and Response Division (PRD) and direct supervision of CCCM Global Cluster Coordinator, the successful candidate will provide technical assistance towards improvement of the quality and impact of IOM’s humanitarian operations and will actively support the Global CCCM Cluster and Department of Operations and Emergencies (DOE) in GBV risk mitigation, prevention and response. She/he will lead the institutionalization of GBViC efforts and will liaise with relevant stakeholders to support the implementation of GBViC programmes.

Core Functions / Responsibilities:

  1. Monitor international best practices in GBV, keep abreast of international debates on GBV and advocate for GBV mainstreaming, within IOM and on behalf of IOM with external stakeholders, while building and strengthening internal capacity and expertise within PRD.

  2. Participate actively in the Gender-Based Violence Area of Responsibility (GBV AoR) and the Global Call to Action on Protection from GBV in Emergencies, and establish and further partnerships, at the global and field level, with external stakeholders such as the Protection, Child protection and/or GBV sub-clusters and other relevant actors. Actively lead the team’s engagement in relevant working groups, advocacy initiatives, task forces, coordination activities, and committees convened.

  3. Lead initiatives to support the creation of institutional GBViC structures.

  4. Contribute to the development of strategies and operational measures to effectively prevent and respond to GBV in humanitarian crises.

  5. Oversee and contribute to the development of guidance and provide in country and remote support to IOM sectoral responses in order to strengthen field-level response to better mitigate GBV risks or respond to GBV incidents and enhance women’s participation.

  6. Undertake duty travel as part of Rapid Response Team when required.

  7. Contribute to the development of systematic supportive relationships and mentorship systems (as appropriate) and provide regular program and technical assessment, information, support, and assistance to international and national staff and programs, including to other HQ-based technical assistance team members.

  8. Facilitate dialogue on GBV specialized and non-specialized roles and responsibilities; and in coordination with relevant CCCM experts and external stakeholders such as the GBV AoR, develop guidance and tools for enhanced inter-cluster collaboration at the field level.

  9. Promote the sharing of DTM GBV risk information with external stakeholders, such as the Protection, Child protection and/or GBV sub-clusters, provide technical support to DTM teams in the development, adaptation and analysis of DTM tools and data with a focus on GBV and protection issues.

  10. Ensure close coordination and collaboration with Regional GBV Specialists, leading joint initiatives alongside strengthening information sharing on GBV related workstreams at both global and regional levels.

  11. Oversee the design and adaptation of training materials aiming to address GBV issues in IOM crisis operations, ensuring complementarities with the Inter-Agency Standing Committee (IASC) GBV Guidelines; provide capacity building support in the form of training, Training of Trainers (ToT) and mentorship on GBV mainstreaming.Ensure the linkages and alignments with IOM’s Global Gender, Prevention of Sexual Exploitation and Abuse (PSEA), Protection and GBV efforts.

  12. Contribute to the development and implementation of new projects and programmes of DOE by ensuring gender and GBV mainstreaming.

  13. Review, write or contribute to proposal, reports, position papers, strategies and other documents and publications as required.

  14. Assist in the documentation and evaluation of processes and lessons learned from the field.

  15. Supervise and build the capacity of GBV Program Support Officers, Junior Professional Officers (JPOs), Consultants and Interns.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Health, Social Work, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in GBV programming in emergency contexts including GBV Mitigation efforts within diverse sectoral responses in humanitarian contexts;

• Proven expertise in GBV programming in natural disaster, conflict and complex emergencies, including humanitarian emergency response, illustrated through subject-specific studies and/or relevant work experience;

• Demonstrated knowledge and familiarity with CCCM and DTM operation;

• Demonstrated experience in drafting GBV capacity building materials and ability to communicate technical expertise and practical knowledge on GBV-related practices;

• Experience in field support and creation of tools, frameworks and/or policies;

• Experience in global, as well as national coordinating mechanisms;

• Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit.

Skills

• Excellent internal and external communication skills and knowledge of the Cluster system;

• Solid analytical and drafting skills;

• Ability to supervise and guide staff.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
