The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

Australia’s Support to Fiji’s Education Sector program works in close partnership with the Ministry of Education, Heritage and Arts (MEHA). It focuses on strengthening MEHA HR capacity, literacy and numeracy, inclusive education, Fiji Education Management Information System (FEMIS), and teacher preparation and development.

The Program will contribute to MEHA’s strategic priorities that support quality learning and teaching through targeted support including demand driven technical assistance, grants to support analytics and partnerships. The end of program outcome is ‘Central and decentralised systems and partnerships deliver the support to schools that enables all primary boys and girls to learn’.

The Position

Reporting to the Team Leader, the Deputy Team Leader – Education (DTL) will provide strategic and operational support to manage the delivery of program activities in partnership with MEHA to achieve its goal and objectives, demonstrating high-quality results and sustainable impact.

The DTL will support the preparation of the Annual Work Plan; the planning, design, implementation and reporting of program activities; contract management for services and technical assistance resources engaged for the delivery of program activities; budget planning and management; activity reporting contributing tangibly to the Monitoring Evaluation and Learning (MEL) framework; staff performance management; proactive and effective risk management and ensuring compliance with DFAT and Facility policies and procedures.

The DTL will support the Team Leader in the development and strengthening of partnerships which are essential to the programs successful delivery, namely MEHA, DFAT and the range of stakeholder across Fiji.

The Person

The ideal candidate will bring senior management and leadership experience in international development including working on education programs in the Pacific or a developing country. They will have advanced project and financial management skills, demonstrated success in building strong relationships with stakeholders especially at senior levels from diverse backgrounds and cultures, as well as experience integrating child protection, gender equality, disability inclusion and/or climate change in program implementation.
