WFP ADMINISTRATION FUNCTION

You will be joining a community of over 3,000 team members, worldwide – ranging in profiles from Architects and Engineers to Drivers and Maintenance Workers. The Administration functional area prides itself on providing quality customer service while ensuring that WFP operations reach our beneficiaries, smoothly, even in the toughest conditions.

The responsibilities of our Administration professionals include managing travel, accommodation, and protocol support; delivering and maintaining fit-for-purpose facilities; managing WFP’s pool of assets including light & armoured vehicles; and providing guidance on oversight, internal controls, and anti-fraud management.

CHAD COUNTRY CONTEXT

Chad is an arid, low-income and land-locked country in Central Africa, suffering from high levels of poverty, chronic food insecurity and malnutrition. In 2018, 66.2 percent of the Chadian population were estimated to be severely poor and 38.4 percent had less than USD 1.90 a day. Chad ranks in the bottom ten of the Global Hunger Index (118 of 119), the Fragile State Index (171 of 178) and the Gender Inequality Index (186 of 189). The country is also among the world's most vulnerable to climate change and suffers from rapid desertification and environmental degradation.

The fragility of the country is aggravated by insecurity in the Lake region and conflicts particularly in neighbouring countries, leading to population displacements. Chad hosts over six hundred thousand displaced persons in need of assistance: refugees from Sudan, C.A.R. and Nigeria, Chadian returnees from C.A.R. and people displaced by the Boko Haram insurgency in the Lake region.

WFP is responding to this situation through its Country Strategic Plan 2019-2023 which went live on 1 January 2019. Addressing short-term food and nutrition needs remains a priority, however, WFP will contribute to reinforce the Humanitarian-Development-Peacebuilding nexus. WFP’s value proposition for the upcoming years includes (i) increased support to national priorities and development of structural capacities, (ii) innovative partnerships and new ways of working, (iii) reaching the right people with the right solutions, by reducing caseloads and needs and (iv) a transition from purely humanitarian responses to resilience-building for development.

The Head of Administration in WFP Chad oversees a staff of approximately 100 staff in thirteen (13) field offices including several international. The Head of Administration reports directly to the Deputy Country Director-Support Services and is based in Ndjamena, with frequent travel to field offices.

KEY ACCOUNTABILITIES (not all-inclusive)

STANDARD MINIMUM QUALIFICATIONS

Education:
Advanced University degree in Business Administration, Business Management, Public Administration or other related fields related to facilities and organization administration, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • A minimum of 8 years of professional relevant experience with increasing levels of responsibility and out of which 2 years of international experience.
  • Proven experience in administration and cross-functional working knowledge.
  • Proven experience in leading multiple projects and providing substantial strategic input into function policies.
  • Proven experience in providing high-quality customer service in complex environments.
  • Knowledge of public procurement procedures; international contract formats and asset management procedures.
  • Proven experience in managing, developing and coaching multi-disciplinary teams, in an international environment.
  • Proven experience in working with multiple stakeholders.
  • Proficiency in MS Office, as well as proven ability to use and manage integrated business management systems, such as SAP or other similar systems, in order to extract data and contribute to effective, informed decision-making.

Language:

  • Fluency (level C) in English language - written, spoken and oral comprehension.
  • Fluency (level C) in French language - written, spoken and oral comprehension.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese

DESIRED EXPERIENCES/ SKILLS FOR ENTRY INTO THE ROLE

  • Well organized and detail oriented with strong judgement/decision-making skills.
  • Excellent communication skills to develop and maintain working relations with persons in different units and geographical locations.
  • Ability to plan and organize work and communicate effectively.
  • Ability to manage the delivery of outputs by agreed deadlines, sometimes at very short notice.
  • Familiarity with UN system policies, rules, regulations, and procedures governing administration is a strong asset.

TERMS AND CONDITIONS

Mobility is, and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a Fixed-Term contract with a probationary period of one year.
