General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in North West Aleppo both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The WASH Site Engineer will be based in Harem or Darkosh, Syria, reporting to the WASH Deputy Programme Manager-implementation and working in close coordination with Water Units in Harem, Salqin, Darkosh and Idleb city and Local Councils.

The WASH Site Engineer is responsible for the delivery of GOAL’s WASH programme activities, under the supervision of the WASH DPM-implementation. This includes the rehabilitation, operation, and maintenance of water systems (water networks and pumping stations). This will involve activities site overseeing, developing agreed maintenance plans, timelines, pumping schedules and providing technical support during the implementation to water units staff. The WASH Site Engineer will ensure the efficient delivery of materials required for water systems operation and maintenance to site with the required technical quality.

The WASH site Engineer will ensure clear communication between Water Units and GOAL, providing technical oversight of repairs and maintenance works through supporting the development of technical best practices, process, and reports, with regular field visits to project sites.

Duties, objectives, and competencies

  • Supervise construction sites, feeding back to the WASH DPM on any challenges or delays encountered and working with Water Units to develop appropriate solutions to same;
  • Provide technical support and capacity building to Water Units staff with regards to planning, design and implementation of repair and maintenance works;
  • Act as a focal point between GOAL Procurement Team and Water Units to ensure the necessary materials are procured and delivered to site, according to agreed work-plans and with adequate notice provided to ensure procurement processes can be completed in line with GOAL policies;
  • Support Water Units to develop detailed long-term maintenance plans, including budget and staffing needs for implementation of the same;
  • Support Water Units to develop most possible efficient operational processes of water station and monitoring water production to meet served communities needs and updating them to maintain water demand flocculation. This includes developing pumping schedules at water stations level;
  • Support Water Units to keep highest level of water network regulation and provide technical consultation to achieve best possible practice of water provision. This includes daily supervising and rapid maintenance of water networks and pumping stations;
  • Monitor the implementation of all engineering works in terms of outputs against activity plans and take all-necessary action, in association with Water Units and the WASH DPM, to ensure the works are completed to the highest technical standard within the allotted time and budget;
  • Following up the received complaints that related to water status within the operation areas of water units and coordination with WASH technical team to find suitable solutions to improve water status and water networks;
  • Regular monitoring and calibration of gensets fuel consumption in water stations and prepare periodical calibration reports;
  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered;
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms;
  • Ensure adherence to the financial guidelines as per the GOAL Dublin Financial Manual;
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project;
  • Other related tasks at the request of the WASH DPM.

Requirements (essential)

· Degree in mechanical or electrical engineering (a university graduate).

  • Excellent experience in water systems (all equipment of pumping stations and water networks).
  • Minimum 3 years’ experience in related field.
  • Experience of programme implementation.
  • Prepared to work in insecure environments with significant time spent in the field.
  • Commitment to beneficiary accountability and humanitarian principles.
  • High level of computer skills especially excel.

Requirements (desired)

  • English language skills (spoken and written).
  • Very good knowledge of water system equipment and materials (pumps, generators, networks pipelines and its accessories, etc.).

· Good knowledge in Goal's working context area.

  • Proven ability to build the capacity of partner/ local organisations an advantage.
  • Previous experience working with NGOs (WASH field) or public water authorities a distinct advantage.
  • High level of engineering designing programs (AutoCAD, Water CAD, etc.).
