Background
In 2009, International Medical Corps (IMC) established Health and MHPSS programs for vulnerable Palestinians-including capacity building for service providers and integrating mental health into primary health care services. IMC worked directly with the primary health care system to improve mental health service as well as sensitize the community while improving existing support networks for vulnerable groups. In the aftermath of the 2014 war, IMC implemented emergency response activities in 26 access-restricted areas. Activities included structured PSS activities for children; and capacity-building of community-based organization (CBO) staff on delivering Psychological First Aid (PFA), PSS services, and child protection. Building on previous experience, IMC currently implements a Health intervention in Gaza to help fill some of the existing gaps.

Job Purpose

The Technical Coordinator is primarily responsible for the implementation and management of the technical aspects of IMC programs in Gaza. She/He will work in collaboration with IMC senior management, staff, and partners to ensure timely implementation of activities in line with the given budget and will frequently visit program sites to ensure the highest standards of service delivery.

Technical Monitoring and Program Quality

  • Ensure implementation of project activities within the given budget and timeline
  • Provide technical supervision of, and technical support to, IMC and partners staff responsible for Emergency Preparedness and Response, Primary Health Care and Secondary Health Care activities
  • Ensure activities are consistent with the proposal, established best practices and accepted protocols, policies and guidelines as per WHO and local health authorities.
  • Work closely with the country director, senior management and field teams to determine the operational needs of the program within the scope of the grant
  • Work with the Grants Manager to ensure the collection and timely reporting of data and statistics (including objectives, indicators and outcomes of health programs) according to internal and donor requirements (PMP)
  • Review monthly field reports and ensure appropriate follow up and decision making on data relevant to the program
  • Work with IMC staff and consortium partners to ensure technical capacity building occurs in a timely and integrated manner within the scope of the grant
  • Work with IMC staff and consortium partners to ensure timely and adequate provision of medical commodities and other supplies based on program requirements
  • Ensure all stakeholders, including senior management team, partner agencies and donors are provided with updates, following the established reporting structures.
  • Work with IMC senior management and staff and consortium partners to ensure compliance with donor and IMC regulations and policies

Program Development

  • Work with IMC staff and provide technical input to develop concept notes and proposals as needed

Coordination and Representation

  • Regularly coordinate with IMC senior management and staff to ensure updated information sharing
  • Regularly coordinate with partners to ensure timely updates to work plans, discuss and find solutions to any challenges faced during throughout the process
  • Represent the organization to donors, UN agencies, international and national NGOs and local health authorities at coordination meetings as well as other meetings which are relevant to the mission
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Human Resources Management

  • Assist in the selection and training of qualified health program staff, recommend promotions, and implement disciplinary action and termination of staff in consultation with the Team Leader and Finance and Administrative Manager.
  • Train senior health staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
  • Support direct supervisors in ensuring staff performance evaluations and professional development plans

Security

  • Collaborate with security officer/CD in order to maintain security of health staff in the field
  • Ensure application and compliance of security protocols and policies

Qualifications

  • Medical degree
  • Understanding of donor guidelines and policies
  • Minimum 8 years of experience implementing programs in Gaza at a managerial level relating to primary/secondary health care and emergency preparedness and response
  • Experience in effectively working with international and national staff, donor agencies, government officials, and other NGO’s while respecting cultural sensitivities
  • Strong verbal and written English communication skills
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, with the ability to cope with stressful situations
  • Ability to relate to and motivate staff effectively
  • Creativity and the ability to work with limited resources
  • Skills and knowledge in program sustainability and capacity building
  • Excellent leadership skills
  • Strong negotiation, interpersonal and organization skills
