Background

The Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) is tasked with assisting Governments in its region with building capacity in the areas of drug control, crime prevention and criminal justice. Activities are implemented through regional and thematic programmatic frameworks.

ROSEN Law Enforcement Section supports the implementation and monitoring of ongoing projects at national and regional level to counter drug trafficking, illicit trafficking, human trafficking and smuggling of migrants, organized crime, trafficking in firearms, money laundering, wildlife trafficking and maritime crime, as well as the development of new project proposals. It also ensures that UNODC’s law enforcement projects and initiatives are aligned with UNODC Regional Programme for West Africa.

ROSEN requires the services of a consultant (Law Enforcement Programme Assistance) to produce a series of products in support of the implementation of the project under the Law Enforcement Section.

Duties and Responsibilities

The Consultant will support the implementation of the Law Enforcement Section projects, particularly the Assistance to ECOWAS and to Member States in West and Central Africa for the Development and Implementation of Drug Control and Crime Prevention Strategies (XAMU50) project, by conducting basic analysis and formulating draft documents on their implementation.

In addition, the Consultant will contribute to the preparation of events and missions supporting the efforts to enhance project implementation and fundraising opportunities in the area of organized crime and illicit trafficking.

The consultant will also, as required, provide support to field offices implementing U50 project, and assist in the daily implementation and exchange of information between the Regional Office for West and Central Africa and field offices.   

Under the direct supervision of UNODC Senior Regional Law Enforcement Advisor, based at ROSEN in Dakar, Senegal, the incumbent will perform the following tasks:

  • Support U50 in monitoring project implementation vis-à-vis donors’ agreements and UN rules and regulations.
  • Assist with the preparation/drafting of a variety of written outputs, such as background papers, presentations, talking points, briefing notes, meeting reports, project reports, matrix of project/section activities, project documents, project revisions and budgets.  
  • Support the organization of missions and events aiming to enhance project implementation and fundraising opportunities in the area of organized crime and illicit trafficking. 
  • Support the procurement processes of the project and liaison with external suppliers, aimed at enhancing project implementation.
  • Support the drafting of national and regional funding proposals to countering illicit trafficking and organized crime, in line with the Regional Programme developed in West Africa.  
  • Collect, organize and summarize information and data from project coordinators on the implementation of UNODC law enforcement assistance on topics relevant to the Section.
  • Support UNODC’s cooperation, including through communication and information exchange with relevant U50 counterparts, i.e. national law enforcement agencies, ECOWAS, UNOWAS, DPKO, Interpol as well as with other partner organizations.   
  • Support UNODC’s Law Enforcement Section in enhancing coordination and regular consultation among projects teams at the regional and field offices. 
  • Support other UNODC activities, as required.

Required Skills and Experience

Academic requirements:

Advanced university-level degree in international relations, law, political or social sciences, public administration or equivalent (relevant professional experience may substitute for university degree).

Experience:       

A minimum of 3 years of relevant work experience required. Working experience with the United Nations system is an advantage, as is experience in Africa. Knowledge / experience in UNODC’s regional and integrated programming approach is desirable.

Languages:       

Fluency in oral and written English and French is essential.

Criteria for selection 

Advanced university-level degree in international relations, law, political or social sciences, public administration or equivalent Degrees in criminology, public administration or related field can be considered relevant in combination with relevant work experience  20%

A minimum of three years of relevant professional experience at national or international levels; 30%

The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consummables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal
