Technical responsibilities

· Plan and develop a system to ensure effective implementation of project activities in the targeted localities in compliance with IAS & donor policies, systems and procedures

· Support the development of training curricula, policies and information, Education and Communication materials.

· Assess and identify training needs of field staff and in liaison with the support manager organise and conduct capacity building initiatives.

· Ensure monthly submission of high-quality reports

· In consultation with the Programme Support Manager, develop, review and implement quarterly work plans to ensure timely implementation of project activities.

· In consultation with the Programme support manager, Identify coordination opportunities in the localities and participate in various coordination meetings including needs assessments organised by IAS and other stakeholders

· Initiate mechanisms through which community members participation in the project can be enhanced

· Organise forums through which the community can give feedback and raise complaints to IAS on various issues relating to project implementation and IAS operations.

· Carry out any other duties as requested by immediate supervisor

· IAS programmes are well coordinated, both in terms of administration and programme outputs

Leadership **

· Provide leadership to the field teams

· Foster team spirit and cooperation among field staff

· In consultation with the Programme Support Manager, ensure the visibility of IAS in the targeted communities

· Ensure the field team abide by the staff code of conduct

HR and operations

· Be responsible for risk management and advisor IAS staff issues pertaining local security, political, legal, and economic situations and how to adapt accordingly

· Ensure the financial, and general operational protocols are followed

· Ensure appraisals for program personnel under his/her supervision are conducted and reports returned to the HR department

· In close collaboration with the Safety Focal Point, be responsible for the safety and security of staff in the field, including ensuring that appropriate security information is regularly and appropriately disseminated to staff and that staff safety and security guidelines are followed;

· Participate in recruitment and development of staff in the team;

Desired Minimum Qualifications/Experience

§ Previous experience living and working in conflict/transition and/or humanitarian crisis environments, preferably African or Arabic speaking country, and proven experience in supervising complex, high-speed, and challenging field operations in developing countries;

§ Experience with program development, implementation, and comprehensive monitoring, evaluation, accountability and learning;

§ Basic skills in budgeting, financial management and financial reporting skills

§ Minimum qualification: a Bachelor’s degree from an accredited university in a relevant field with six years’ Project Coordination, Area Manager or related senior level filed management experiences in a multi-sector, multi-funded relief and development programs; including experience with a Contractor or international NGO;

§ Fluency in written and spoken English is mandatory; knowledge of Arabic is desirable

§ High proficiency in computer programmes such as Outlook, Word, Excel, Skype and popular online social media, platforms and mobile apps.

Job Commitment

§ Starting date: As soon as possible.

§ Duration of commitment: Minimum 1 year with a 3 months’ probation period and possibility of extension.
