Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

In the Ethiopian context, the links between agriculture, agro-industry development, gender and nutrition have important implications on poverty reduction, biodiversity conservation and environmental sustainability; therefore, rural women's role is critical and necessary in all development agendas. The joint FAO/UNIDO project Improved rural livelihoods through support to moringa value chain development in SNNPR, Ethiopia is aimed at building on the achievements of the initial pilot phase implemented by UNIDO, to scale-up moringa production and productivity (M. stenopetala and M. oleifera), strengthen the value chain through integrated utilization of natural resources, and improve value addition through processing and marketing in a sustainable way. To realize its objectives, the project will focus on improving food and nutrition security and livelihood of rural households, targeting especially rural women, through the development of an inclusive and sustainable Moringa Value Chain. In particular, the project will:

  • Enhance sustainable production and productivity of moringa through integrated utilization of natural resources;
  • Improve value addition of moringa through processing and marketing of moringa products;
  • Strengthen a nutrition-sensitive moringa value chain through inclusive agri-food systems, promotion of nutritious products and a conducive enabling environment.

While UNIDO will be responsible for product development, value addition, quality assurance, certification and marketing, FAO will be responsible for enhancing production and productivity, sustainable use of natural resources, product quality standardization, nutrition-sensitive value chain management, women's inclusion, effective integration and backward and forward linkages of value chain actors.

Reporting Lines

Under the overall guidance of the FAO Representative in Ethiopia the candidate will report to the Socioeconomic Team leader, and will work in close collaboration with the technical FAO Ethiopia multi-disciplinary team, and the UNIDO project coordinator, as well as national project partners on the ground (government, academia, institutions and private sector).

Technical Focus

The project coordinator of FAO will manage and oversee the activities planned under the FAO component of the project especially the output 3 Strengthened nutrition-sensitive moringa value chain through inclusive agri-food systems, promotion of nutritious products and a conductive enabling environment. He/she will provide monthly updates on activities and progress, against the stated milestones in the logical framework and project document.

Tasks and responsibilities

He/she will:

  • Provide leadership, coordination, technical backstopping and facilitation for quality and timely progress of the project activities;
  • Oversee the overall implementation of the project in line with the project work plan and deliverables, in collaboration with the project national coordinator, relevant FAO technical officers and the UNIDO project coordinator, and Bureau of Agriculture;
  • Guide and closely work with the project national coordinator located in FAO's regional (decentralized) office of SNNPR in Ethiopia to establish country specific implementation plan, in line with the project objectives, and opportunities for synergies with ongoing initiatives at country level (Home grown school feeding programme, multisectoral interventions to improve nutrition & strengthen resilience), in line with country national Food and Nutrition strategy;
  • Build on past and existing initiatives (e.g. complementary feeding programmes, gender-sensitive agriculture programmes) to scale them up in the project areas;
  • Identify- in collaboration with the national coordinator- relevant partners and establish functional partnerships, in particular with the national and global institutions that will carry out the capacity development activities, in line with the project objectives and implementation strategy, including the preparation of Letters of Agreement with partners selected for implementing specific activities.
  • Ensure technical alignment with the project's goals at the design and implementation levels;
  • Along with the national coordinator, update the work plan on a six-month basis, and identify and make adjustments during implementation as necessary to optimize impact;
  • Mobilize relevant technical support in a timely manner for effective implementation of activities including supporting the recruitment and coordination of long and short-term consultants hired to support project activities;
  • Along with the national coordinator, collect and document good practices in nutrition-sensitive value chain and gender inclusion;
  • Ensure quality information in support of the monitoring and evaluation of the project is collected regularly;
  • Ensure all reporting requirements (FAO's internal 6-months report, and the yearly donor reporting), and the completion of the terminal report for the project, with collaboration with the national coordinator;
  • Carry out financial oversight, monitoring and reporting for the project;
  • Ensure proper representation of FAO and active coordination with the project partners, and support the coordination between this project and other FAO Ethiopia relevant projects;
  • Ensure that all administrative and human resources issues of the staff under the project are addressed, including contracts, individual plans, etc...;
  • Support the nutrition section in nutrition mainstreaming in FAO's operation, advocacy, fund raising, capacity development of national capacities;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in food science, Nutrition with focus on agri-food systems or in Agriculture, agricultural economics with minor degree or thorough understanding of nutrition concepts or closely related fields.
  • At least 8 Year- experience in project management in development projects in relation to nutrition, food science, agri-food systems and value chains with integrated concepts of gender and youth empowerment, coordination and evidence generation
  • Working knowledge of English and limited knowledge of one of the other official FAO languages (French, Spanish, Arabic, Chinese, Russian) for COF.REG. For PSA.SBS, the requirement is a working knowledge of English.

Technical/Functional Skills

  • Good understanding of key concepts and application of nutrition, agriculture and agri-food systems, food security, nutrition and value chain development in agriculture and women and youth empowerment
  • Demonstrated experience in development projects of nutrition in agriculture programming and nutrition-sensitive value chain development (production, post-harvest handling, processing technologies), sustainable agri-food systems, natural resources, women and youth empowerment, value addition and promotion of nutritious products
  • Proven experience in coordinating, assessing, designing, implementing and monitoring nutrition in agriculture and value chain development programs
  • Proven experience in capacity development activities (at different levels of community, governemmt counterparts and private sector) and development of training material, curricula and manuals.
  • Strong analytical skills, evidence generation and reporting for nutrition in agriculture and value chain programming
  • Good communication skills, ability to convey complex information, and good problem solving approach
  • Previous experience working with UN agencies and International organizations/ NGOs is desirable
  • High level of computer literacy in MS office applications and other relevant software applications

Selection Criteria

  • Extent and relevance of experience on nutrition sensitive agriculture and value chain development, food security and evidence based programming
  • Extent of knowledge and understanding of key concepts and application of agri-food systems, youth and women empowerment and natural resources;
  • Experience and knowledge of capacity development programmes and tools.
  • Ability to work under pressure and willingness to travel frequently to rural areas of Ethiopia;
  • High proficiency in English
  • Familiarity to work with UN agencies, Government and other partners is an asset
  • Knowledge of formal Ethiopian languages is desirable
