The situation of women in Libya remains challenging. Although women represent almost 15% of the parliament, their voice is weak and fragmented. In general, women’s rights in Libya face major challenges that threaten previous progress and limit the improvement of women’s status. The role of women in society has faced setbacks in the face of conservative groups and in the face of the general security environment which when mixed with conservative societal norms can lead to severe restrictions on women’s movement and the ability of women to participate in public fora.   

Globally, Gender Equality is one of the core objectives of UNDP and is implemented throughout the organization in a two-pronged approach: mainstreaming gender in all core practices; and dedicated interventions that empower women and promote gender equality. UNDPs work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Sustainable Development Goals (SDGs), and country specific gender priorities.

Recent discussions held by UNDP Libya with a wider range of Libyan women activists from different parts of Libya indicated that there is a determination on the part of Libyan women to form part of the future of their country and to be involved in decision making processes at all levels. There is a need to develop local peacebuilding and mediations skills, to raise awareness on legal and political rights, to mentor and nurture business skills, and to systematically respond to PSEA (Prevention of Sexual Exploitation and Abuse). This can form the basis for a discussion amongst actors for future programming and for adapting existing programming with a view to addressing some of the challenges faced by Libyan women.   

UNDP has developed a Gender Strategy 2020-2021 to strengthen the integration of gender equality into UNDP’s work through a two-pronged approach (I) mainstreaming gender in all programme; and, (ii) dedicated interventions that empower women and promote gender equality.

Under the guidance and direct supervision of the Head of PMSU, overall supervision of the DRR, the Gender Analyst advises Senior Management on gender policies, trends and relevant linkages to UNDP programmes. The Gender Analyst provides analysis for formulation of strategies and briefings to Senior Management also related to gender and its relation to cross-cutting thematic areas such as rule of law, peace and security among many. The Gender Advisor acts as liaison with Libyan women organizations and relevant gender related associations and groups and advocates for and represents UNDP in his/her area of expertise as requested by his/her supervisor as well as Senior Management. 

The Gender Analyst works in close collaboration with programme and project staff, international and national consultants. The Gender Analyst maintains a network with colleagues from UNDP, UN Agencies, Government officials, multi-lateral and bi-lateral donors and civil society.

 

Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:

  • Close collaboration, including trainings, for project staff as well as working on project documents, concept notes and other project related documents, with UNDP projects to ensure mainstreaming of Gender in UNDP programming.  
  • Development of a plan of action for Gender mainstreaming mirroring the project’s log frame and including the development of gender specific project components, gender responsive targets and indicators. 
  • Monitoring mainstreaming of Gender in the implementation of UNDP projects.
  • Specific engagement and follow up in terms of knowledge building and resource mobilization regarding the joint UN Women-UNDP project in Libya.
  • Compilation, analysis and interpretation of gender and PSEA issues and statistical data, thorough research and preparation of high-quality analysis and reports to support Senior Management engagement with national counterparts on gender with taking into consideration most vulnerable women groups among IDPs, refugees, migrants, ethnic minorities and young women. 
  • Provision of high-quality analysis and substantive inputs to UNDAF, CPD, CPAP and other strategic documents within the area of expertise.
  • Advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.
  • Production and launch of Gender reports. 
  • Advice and support to UNDP management and programme/projects on Gender issues as well as Gender related cross-cutting thematic areas (rule of law, peace and security among many).
  • Contribution to sub-regional, regional and inter-agency initiatives related to Gender issues. 
  • Representation of UNDP in different working groups and interagency working groups
  • Finalization and coordination of the UNDP Libya Gender Equality Strategy.

Provides policy advice and facilitation of knowledge building and management focusing on achievement of the following results:

  • Facilitation and knowledge building and mainstreaming of Gender and PSEA in related perspectives within UNDP programmes and actively participates in corporate UNDP knowledge creation. 
  • Provision of policy options and high-quality advisory inputs to UNDP programmes and projects to ensure these are responsive to national policies, priorities and strategic plans, and advance UNDP's corporate goals.
  • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned.
  • Assessment of the country's Gender policies and their impact on poverty reduction, growth, equity, etc.
  • Training and capacity building support for UNDP staff and Government officials, public institutions on Gender issues. The Gender Analyst will be responsible to routinely provide or facilitate the provision of training for UNDP staff, based on specific office needs and corporate requirements. 
  • Training and capacity building support for UNDP staff and Government officials, public institutions and stakeholders on PSEA issues following the UNDP guidelines on PSEA. This will include trainings on any actual or attempted abuse of position of vulnerability, differential power, or trust, for sexual purposes, including but not limited to, profiting monetarily, socially, or politically from the sexual exploitation of another. It also will include trainings on prevention of actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions as well as the reporting procedure of these kinds of abuse. The Gender Analyst will be responsible to routinely provide or facilitate the provision of training for UNDP staff, based on specific office needs and corporate requirements.

Ensures effective management of the CO programme and gender specific portfolio focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  • Effective application of Results Based Management tools, provision of advice and technical support at design (including through the revision of project documents prior to submission to the Local Project Appraisal Committee), monitoring, reporting and evaluation stage of the program cycle; provision of targeted advice to Project Managers at implementation stage. 
  • Ensuring that all aspects of all project documents are gender responsive: Work with the project management teams to devise the each project’s results framework and theory of change: Develop gender-responsive outcomes, baselines, targets, and indicators for each project results framework and ensure that all applicable indicators are disaggregated by sex and other relevant, intersecting forms of identity; ensure that gender considerations are integrated into the project’s theory of change, including in the discussion of impact, assumptions, evidence and risks.
  • Development of a Gender Action Plan for each CO project with annual outputs to facilitate implementation of activities that promote gender equality and women’s empowerment.
  • Provision of inputs to the UNDP Social and Environmental Screening Procedure including assessing potential negative impacts of the project on gender equality and specific activities to mitigate and/or minimize them. 
  • Assistance to each CO project management team in identifying and developing partnerships with gender equality/women’s governmental institutions, local women’s NGOs/CSOs and relevant national stakeholders.  
  • Assessment and identification of potential gender-differentiated impacts of each CO project.  
  • Support to effective monitoring of the CO programme and evaluation within the area of responsibility. Constant monitoring and analysis of the programme environment, preparation of proposals for adaptive management to ensure achievement of gender mainstreaming into UNDP programme implementation.
  • Coordination of reporting requirements to ensure compliance with UNDP guidance on Gender mainstreaming, PSEA and appropriate use of relevant tools (e.g. Gender marker, gender reporting under the ROAR).
  • Support to the development of strategic partnerships with a view to develop interventions which promote Gender mainstreaming and PSEA in line with UNDP’s mandate and the priorities of the institutional counterparts.
  • Support to the Deputy Resident Representative in his/her function of Chair of the Gender Focal Team of the Country Office as well as in any other ad-hoc demand related to Gender issues as well as following up on PSEA issues.
  • Support to the Local project appraisal committee in ensuring all projects are Gender sensitive. 
  • Support to the CO communication unit to makes sure all communications are Gender sensitive.

Education:

  • Master’s degree in social sciences especially gender studies, law or relevant discipline. A Bachelor’s degree may also be considered with 4 years of relevant work experience.  

Experience:

  • Two years of increasingly responsible professional experience in the area of gender mainstreaming, and relevant field.
  • Extensive experience in research and policy-level analysis.
  • Substantial experience in design, monitoring and evaluation of gender projects
  • Knowledge and experience of UNDP rules and regulations are a strong asset.
  • Knowledge and experience in UNDP Gender strategy and related tools is a strong asset.

Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data
