The Program
Australia's development assistance program in Cambodia aims to contribute to greater prosperity, stability and resilience in Cambodia and the broader Indo-Pacific region. Through Australia Awards, the Australian Government is providing education opportunities to talented Cambodians at the postgraduate level to contribute to Cambodia's development.
Australia Awards Cambodia (AAC) is an eight-year investment for the period 2018 to 2026. The Department of Foreign Affairs and Trade (DFAT) has engaged Coffey as the Contractor to manage AAC for the initial four years of the program.
The Goal of AAC is to support Cambodia to progress its development goals and have strong relationships with Australia that advance mutual interests. The outcomes expected at the end of the eight-year investment are:
- Alumni are using their skills, knowledge and networks to contribute to sustainable development;
- Alumni are contributing to cooperation between Australia and Cambodia;
- Effective, mutually advantageous partnerships exist between institutions and private sector organisations in Australia and Cambodia; and
- Stakeholders in Cambodia view Australia, Australians and Australian expertise positively.
AAC has two core activities, Australia Awards Scholarships (AAS) and Short Term Awards, which are supported by the following activities:
- Equity Pathway Program (EPP);
- English Language Training (ELT) and Pre-Departure Training (PDT);
- On Award Enrichment (OAE); and
- Alumni Engagement (AE).
The Position
The Equity and Program Quality Advisor is responsible for working across the AAC program operations and program enrichment activities to ensure the quality, targeting and effectiveness of activities delivered, and their contribution to AAC’s End of Investment Outcomes. The Adviser will support the AAC team to deliver equitable, quality assured results through scholarships and short-term awards, and across program enrichment: equity and social inclusion, gender equality and women’s empowerment, alumni engagement and on-award enrichment
The Advisor will ensure continuous improvement of program activities and contribute to planning, monitoring and reporting of the Annual Report, Annual Plan, Program Enrichment Strategy 2018-2022 and the MEL Plan, consistent with relevant DFAT Policies and Strategies.
The Person
The Equity and Program Quality Adviser will possess tertiary qualifications in a relevant field and have demonstrated practical experience in the following areas;
- Designing and leading program enrichment activities, including activities supporting equity and social inclusion, on-award and alumni engagement, gender equality and women’s empowerment, in an international development context.
- Designing and delivering professional learning activities, including leadership development or women’s leadership development preferably.
- Working with people with disability and minority/disadvantaged groups to support and promote equal opportunity systems and practices
- Collecting and analysing data, monitoring and evaluating progress and reporting
- Experience in budget and project management
To be successful in this role the Adviser will need to have contemporary to high knowledge of the following areas;
- Approaches to gender equality, equity and disability inclusion, increasing access for women and provincial people, women’s empowerment and professional participation, disability and social inclusion
- Demonstrated knowledge of the Australian Government’s Aid Program, including DFAT’s gender equality and disability inclusion policies, and other cross cutting policies
- High level understanding of Australia Awards policy, systems and procedures and the Australian Higher Education sector
- Strategic thinking, data capture and analysis, planning and report writing skills
- Excellent interpersonal skills for building and maintaining effective working relationships and a collaborative team environment, and capacity to build respectful and effective working relationships with key program stakeholders
- Capacity to coach and mentor program staff and support performance and professional development.
