Overview of position ( International)
The political and security situation in Libya remains fragile. In April 2019 an intensive war erupted among the rival administrations in the east and west of Libya. During the months of May and June 2020, the battle lines were pushed back from the outskirts of Tripoli to the vicinity of Sirte. The United Nations is deeply concerned regarding the deteriorating humanitarian and economic condition which is further compounded by the COVID19 pandemic and is calling on all the sides to the conflict for an immediate de-escalation and to cease all hostilities and military movements, and swiftly conclude the ongoing negotiations within the intra-Libyan 5+5 Joint Military Commission (JMC) with a view to reach a formal, comprehensive, and permanent cease-fire agreement under UN auspices in Libya.
Libyan people, especially women, girls and children are the most vulnerable segments of population, who are badly affected by this war and subsequently by the collapse of public services, particularly in health and education. The lack of rule of law and, consequently, the increased level of crime and corruption in the country has paralyzed every sector.
The expulsion of extensive foreign health workers, especially nurses and midwives has resulted in shortage of midwives and nurses. In addition, there are major gaps in the distribution and quality of services. Poor education quality, lack of competent midwifery educators, political commitment, lack of investment and accountability, inadequate midwifery workforce policies, lack of legal and societal recognition of midwives and their scope of practice, insufficient resources and lack of conducive environments for nursing and midwifery care are the multifaceted challenges that hampers the provision of health services in Libya. This has also adversely impacted the motivation, distribution and retention of the midwifery workforce and puts health gains in Libya at greater risk.
United Nations Population Fund (UNFPA) is supporting the Government of Libya in its effort to improve access to maternal health and increase resilience of health system in the face of conflicts and political instability. In partnership with the Ministry of Health (MoH) and Ministry of Education (MoEd), UNFPA works strategically to strengthen the midwifery profession in an effort to promote maternal and newborn health through five identical pillars of establishment of an enabling environment, development and recognition of midwifery and nursing workforce, improving the quality of education, strengthening regulations and association.
Role objectives
Description of the Assignment:
The overall objective of this assignment is to assist Ministry of Health and Ministry of Education and relevant Universities to develop national Midwifery and Nursing education Policy and strategic action plan with cost estimations per interventions.
Specific objectives of the planned intervention are to:
Propose clear Institutional framework and setup required for the effective implementation of the strategic action plan.
Results To be achieved by the consultant:
Facilitate the formulation of evidence based National Midwifery and Nursing Education Policy and strategic action plan;
Libya’s national Midwifery and Nursing Education stewardship authorities are supported in drafting / developing a national strategic action plan and its relevant budget;
Ensure that MoH and Ministry of Education priorities for Midwifery and nursing education are reflected especially at subnational level;
Ways for implementation are clearly identified.
An Institutional development framework and relevant for the implementation, monitoring and evaluation is developed and proposed in consultation with government stakeholders.
Methodology: The methodology will not be limited to but could include a desk review conducted prior to arrival in Libya and a series of meetings with key stakeholders in health and education sectors in Libya.
Given the expertise already present in the country (Implementing Partners, Donors supported consultants, MoH and a number of valuable stakeholders) and the complexity of the Public Health System and Education system in Libya, the methodology will focus not only on a simple data collection and bilateral meeting but also on building consensus among the stakeholders already present and working in the country. The consultant will need to:

Desk Review & Preparation for assignment location and an inception report.
Travel back and forth
Briefing at UNFPA and introduction to the Ministry of Health, Ministry of Education and relevant departments
Assignment at M&N Education Directorate – MOH; Relevant directorates of The MoEd and conduction of consultation & consensus building workshops; and modify a zero draft of policy, strategy and action plan per comments from stakeholders, consultation bodies, and UNFPA ASRO
Complete and Submit First Draft of the report & Strategy
Include final comments from ASRO, Technical relevant bodies in government and submit final neat version of Strategy to MoH, MoEd & UNFPA
Final accomplishment report to UNFPA
Payment Schedule:
Payments will be done based on agreed deliverables and payments schedule. Payment is subject to the receipt of certification by relevant UNFPA officer and based on the inception report’s detailed work plan that must be agreed and signed by UNFPA Technical Programme Specialist.

Reporting Requirements:
Content: Reporting refers here to official preparation of:
Timing for submission and comments and, when relevant, for approval: UNFPA expects to receive the draft technical report prior to departure of the consultant. The draft report will be circulated among relevant stakeholders for comments and feedback for the consultant. The final report is expected no later than 2 weeks from the departure of the experts from the country. In the absence of any comment from UNFPA country office or other stakeholders, notification of the final report’s approval will be given with 14 calendar days from receipt. However, it is understood that given the high number of stakeholders interested in the action, flexibility need to be kept as far as the 14 calendar day deadline.
Number of report(s) copies: At least 5 hard copies of the final report should be provided and included, as annex, all documents deemed necessary for this baseline identification mission.
Soft copies of all documents should be provided by the expert.

Key competencies
Qualification and Experience:
• Registered Midwife / Nurse Midwife
• Master in public health and equivalent experience, or in related field.
• Must have seven years’ professional and academic experience
• Previous experience of providing technical support for Nursing & Midwifery Services and Education
• Previous experience (10+ years) working as midwife/Nurse in academic & clinical settings or supporting midwifery / nursing capacity development/training in developing countries or humanitarian context
• Ample experience in policy formulation in the field of Midwifery and Nursing services and / or Reproductive health.
• Experience in Arab region, Libya or post-conflict countries is preferred
• Strong experience in implementing Midwifery and Nursing Education Programmes
• Excellent writing and communication skills. Fluent spoken and written English are essential; knowledge of Arabic would be an asset;
• Excellent inter-personal and general communication skills.

Administrative Information
Supervision: Under the over guidance of UNFPA Representative in Libya the direct supervision will remain with SRH Specialist. The consultant will work in close collaboration with the Midwifery & Nursing Education departments and the Office of Minister for Healthcare and Minister of Education.
A working team (Scientific Committee and steering committees) identified by the Ministry of Education, Ministry of Health and UNFPA national programme staff will provide guidance to the consultant on a day to day basis. The government technical official (Head of HR Directorate) in MoH will chair and UNFPA will provide regular support to the team. The Chair is responsible for circulating all communication and clarifications made by the consultant to all members of the team. The final approval of the Policy, Strategy and Action plan lies with the Ministry of Health and the Ministry of Education. The consultant will be required to work together with the working team in seeking any clarifications and technical advice.
