NRC 2019 Latin America Strategy states, “NRC will work towards establishing a presence in Mexico to respond more coherently to the regional displacement and migration flows towards USA from NCA. NRC will build on the existing needs assessments, identifying the added value of NRC. Based on the analysis, NRC will investigate different operational options, for example, whether to work through local partners or consortia. “

In line with the Country Strategy, the objectives of this consultancy are:

  1. Supervise, and finalyse the ongoing multi-sectorial needs assessment focused on Northern and South Mexico.
  2. Present a report summarising the findings from the needs assessment and the recommendations for further action
  3. Conduct a mapping of potential donors, presenting the initial findings from the needs assessment to identify donor priorities relevant for NRC
  4. Depending on the findings and recommendations from the needs assessment, conduct a mapping of potential partners
  5. Based on the findings from the multi-sectoral needs assessment and the donor mapping, draft a program strategy for NRC in Mexico, including geographical and sector focus, as well as modality of operation.
  6. Supervise ongoing work by Consultant.

PROFESIONAL COMPETENCIES

These skills, knowledge and experience are important for effective performance.

Generic professional competencies:

• Minimum 3 years of experience in leadership project implementation position in a humanitarian/recovery context

• Experience from working in complex and volatile contexts

• Documented results related to the position’s responsibilities

• Knowledge about own leadership skills/profile

• Fluency in Spanish and English, both written and verbal

Context/ Specific skills, knowledge and experience:

• Knowledge of the humanitarian context regarding with Persons of Internation Portection Needs – PIPN in Mexico.

• Knowledge in Project Cycle Management

• Previous experience in humanitarian organizations or UN Agencies will be highly valued
