The UNDP Country Office in Myanmar provides a range of administrative and operational services related to programme implementation (Common Services) to other UN Agencies and the UN Resident Coordinator Office (RCO) in human resources, procurement, finance and administration.

Under the direct guidance of Programme Support Unit (PSU)Team Leader and overall guidance of the Deputy Resident Representative, the Common Services Analyst is responsible for managing the UN common premises, including the reliable and cost-effective delivery of common services to the UN Agencies and the Resident Coordinators Office. The incumbent should support the development and coordination of joint operations initiatives and consistently provide proactive support to the PSU team leader in a strategic and result-oriented manner. 

The Transaction Services Analyst works in close collaboration with operations staff in UNDP and other UN Agencies and promotes a client-oriented, high-quality result-oriented culture.

1) Support the development and delivery of support services to the UN organizations operating in Myanmar:

  • Coordinating and monitoring implementation of support services to agencies, identifying constraints and delays and providing solutions.

  • Contributes to the establishment and continuous refinement of common services identifying new areas in which common services could be developed; Coordinates with other UN agencies on the provision of common services.

  • Analyzing existing common services for efficiency and cost-effectiveness and proposing and implementing improvements.

  • Responsible for efficient provision of client-oriented transactional services for human resources, procurement, finance and administration to UN agencies and Resident Coordinator Office in compliance with UNDP regulations, rules and policies and in line with Common Services level agreement.

  • Responsible for ensuring efficient operations for UNDP Country Office, UNDP’s Naypyidaw Office and related UN Country Team common services ensuring cost recovery, in close coordination with respective units including ICT services.
  • Preparing and managing necessary agreements for operational inter-agency cooperation.
  • Developments innovate ways of service delivery.

Coordinating and monitoring implementation of support services to agencies, identifying constraints and delays and providing solutions.

Contributes to the establishment and continuous refinement of common services identifying new areas in which common services could be developed; Coordinates with other UN agencies on the provision of common services.

Analyzing existing common services for efficiency and cost-effectiveness and proposing and implementing improvements.

Responsible for efficient provision of client-oriented transactional services for human resources, procurement, finance and administration to UN agencies and Resident Coordinator Office in compliance with UNDP regulations, rules and policies and in line with Common Services level agreement.

2) Acts as a backstop for  visa processing and clearances focusing on achievement of the following result:

  • Expeditiously processing requests for visas for UNDP and UN agencies travelers.
  • Monitors visa expiry dates for UNDP staff and their dependents and follows through on their renewals.
  • Secures application for Resident Permit and Diplomatic Identification Card for international staff.

3) Ensures efficient and accurate asset and financial resources management focusing on achievement of the following results:

  • Prepare annual budgets and cost recovery systems for agreed common services (Yangon and Naypyidaw for OMT approval.
  • Proper management of the contributions to the common services budget and ensuring that the contributions are received in a timely manner and properly tracked and accounted for, with proper documentation.
  • Monitor and prepare regular management reports of expenditures of common services for review by OMT.
  • Acts as Certifying Officer (Requesting Authority) for all accounts of the Common Facilities Support Services. Is accountable for budget and expenses related to Common Services (Yangon and Naypyidaw).
  • Manages the contracts for outsourced services in accordance with UNDP rules and regulations.
  • Support to the coordination of asset management within the UN agencies occupying the Common Premises (Yangon and Naypyidaw).

4) Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Establishment and adherence to minimum services standards.
  • Transparent performance monitoring of provision of common services supported by high quality data collection.
  • Identification of sources of information related to common services management.
  • Identification and synthesis of best practices and lessons learnt directly linked common services to agencies 
  • Sound contributions to knowledge networks and communities of practice.

5) Ensures proper support to the UN Operations Management Team (OMT) focusing on achievement of the following result:

  • Support the OMT and its Chair in furthering and implementation of the UN reform in operational area.
  • Work as UNDP focal point on BOS (Business Operations Strategy) reporting.
  • Provide regular briefs to the Deputy Resident Representative and PSU Team leader on OMT related matters and decisions.

6) Ensures an efficient cost recovery system     

  • Evaluates continuously the cost-recovery mechanisms for services provided to all clients and improves recoveries to achieve self-financing of operations; Regular update of the LPL list
  • Manages the implementation of cost recovery plans and systems according to corporate guidelines. Proposes cost saving and resource-mobilization strategies including cost­ recovery initiatives;
  • Works closely with common services associate to ensure timely and focused billing and cost recovery to meet;

Recruitment Qualifications

Education:

  • Master's or Bachelor Degree or equivalent in Business Administration, Public Administration, Finance or related field

Experience:

  • 2 years  with Master’s degree or 4 years with Bachelor degree of  progressively   responsible  work   in  general administration in a managerial position;
  • Experience in financial management is an asset;
  • Ability to  provide  services  simultaneously  and  instantly with no supervision;
  • Advanced computer literacy in using MS Applications (i.e. MS Word and Excel) with the ability to quickly understand and operate other off-the shelf applications.
  • Demonstrated experience with managing external partnerships effectively.
  • Experience with development and management of online monitoring systems is an advantage.  

Language Requirements:

  • Fluency in English and Myanmar
