Summary
The Senior Director for HIV and TB provides overall strategic leadership, program development, implementation, monitoring and accountability of Save the Children’s work in HIV and TB. The Senior Director collaborates with Department of Global Health (DGH) leaders to define the strategic direction, ensure program quality, identify and secure funding opportunities, and guide efforts to achieve results at scale. Globally, this position serves as a key advocate and spokesperson for HIV & TB on behalf of Save the Children US (SCUS). The Senior Director leads and manages a team of technical advisors and project management staff at the headquarters and field levels to ensure program quality; oversee program learning and innovation; and collaborate and mobilize resources to achieve overall HIV and TB program objectives. **
What You’ll Be Doing (Essential Duties)
Global Program Strategy (20%)
- Under the direction of the DGH AVP, set the vision and goals for the HIV/TB portfolio, engaging other program colleagues, country offices and relevant departments;
- Develop and guide the implementation of multi-year HIV/TB strategic and supporting operational plans to achieve agency objectives and to expand our reach to children and vulnerable communities infected or affected by HIV/TB;
- Deploy appropriate human and financial resources to achieve goals; and
- Identify and pursue opportunities for collaboration and joint programming with other Save the Children members.
Resource Development (30%)
- In collaboration with other technical teams, Resource Development (RD), New Business Development (NBD), and regional and country offices, lead efforts to secure and diversity funding for HIV & TB programming from public and private funding streams, including Global Fund and other multilateral donors, the U.S. government (USG), including PEPFAR, other bilateral donors, foundations, corporations, and private donors;
- Initiate and collaborate with internal and external partners to develop high quality, successful program proposals and related fundraising efforts for the HIV & TB program; and
- Oversee proposal development teams as needed.
Technical Leadership and Quality Programming (30%)
- Provide leadership for global technical assistance and oversight of quality implementation in HIV & TB programming;
- In collaboration with HIV & TB technical staff, support start-up of new programs and work-planning, and provide technical input throughout project life cycle until close out to ensure high quality programs;
- Support development of evidence-based program standards and guidance that reflect Save the Children best practices and state of the art approaches, and promote widespread application;
- Set technical standards and priorities for evaluation and research;
- Promote the application of best practices in HIV & TB as a key program area within Save the Children and work to keep it visible as an important sub-thematic area globally;
- Maintain knowledge of state-of-the-art in HIV & TB programming with field-based colleagues, and identify and share internal and external promising practices; and
- Maintain high quality account management and donor liaison practices for Global Fund, USG (PEPFAR), and other donors.
Human Resource Management (10%)
- Supervise the HIV & TB team, and as necessary, senior technical and project management staff seconded to Save the Children International country offices;
- Work with DGH and HR staff to effectively and efficiently manage HR processes, including recruitment, retention, staff development, staff engagement, and succession planning; and
- Promote and demonstrate a positive workplace culture, upholding Save the Children’s values of Accountability, Ambition, Collaboration, Creativity, and Integrity.
Internal and External Representation (10%)
- Support (or develop) HIV & TB networks of practice within Save the Children;
- Establish relationships with country offices and technical leadership in HIV & TB priority countries;
- Support knowledge management and proactive communication to improve uptake of HIV & TB best practices in country offices;
- Collaborate with other program teams and sectors to coordinate programming, ensure quality, expand coverage of essential services, and develop multi-sectoral integrated program interventions; and
- Liaise with key partner agencies and donors to achieve program objectives.
Required Qualifications
- Minimum 10-15 years of progressively responsible technical, management and programmatic experience in international HIV & TB programming in development or humanitarian contexts;
- Bachelor’s degree or equivalent relevant experience required;
- Knowledge and experience providing remote and in-person technical support and oversight to HIV & TB programs;
- Experience in proposal development and program implementation for Global Fund, USG (PEPFAR), and other bilateral, multilateral, and private foundations or corporations;
- Experience in representation with international bodies, governments, and donor organizations;
- Proven ability to think and act strategically and collaboratively;
- Proven ability to manage complex programs, budgets, and geographically dispersed staff;
- Proven team leadership and management skills;
- Strong interpersonal skills, ability to work with colleagues respectfully across boundaries and cultures; and
- Willingness and ability to travel up to 30% of time, often to complex environments.
Preferred Qualifications
- Advanced degree in medicine, epidemiology, public health, or related field; and
- Second language proficiency – French desirable.
