Under the overall guidance of the Resident Representative and the direct supervision of the Deputy Resident Representative, the Programme Specialist – Team Leader acts as a manager of and advisor to Senior Management on all aspects of the Country Programme and manages the Governance portfolio. He/She manages the country programme including programme design and continued monitoring of implementation. The Programme Specialist – Team Leader leads the programme team in strategic planning and identifies new programme areas while ensuring consistency with the UN Partnership Framework and UNDP’s Country Programme priorities and creative responses to emerging challenges and opportunities.
The Programme Specialist – Team Leader heads and supervises the Governance team and works in close collaboration with the other Programme & Operations team in the Country Office, Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP support programme in Lao PDR.

Education:
Master’s Degree or equivalent in Political Science, Public Administration, Social Sciences, Economics, Business Administration or related field preferred; or
Bachelor’s degree in Political Science, Public Administration, Social Sciences, Economics, Business Administration or related field preferred with 7 years of relevant work experiences.
Experience:
5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing relationships among international organization and national governments. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
Fluency in English and Lao
