National Business Development Manager, Pacific Labour Facility

Project Overview and Role:
The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers, supports the administration of the Pacific Labour Scheme and provides targeted support to the Seasonal Worker Programme.

The National Business Development Manager (NBDM) will develop and lead the strategy to increase awareness of and demand for Pacific labour amongst Australian employers, resulting in the employment of Pacific Islanders in Australian businesses. The role requires candidates to have experience in strategy development and implementation and the ability to the use of evidence and data to inform the strategy. The NBDM wi ll manage a team of Industry Marketing Coordinators and support officers and oversee a range of promotional activities and stakeholder engagement to enhance awareness across relevant Australian industries. S/he will continually revise and update this strategy in concert with PLM colleagues and on the basis of regularly updated information, intelligence and evidence.

Primary Duties and Responsibilities:

Under the direction of the Team Leader, the National Business Development Manager (NBDM) will:
* Review and refresh the overall ‘Labour Demand Strategy’ for the PLS, consulting with colleagues and on the basis of labour market information, intelligence and analysis. This may involve commissioning strategic and focused research and studies to ensure PLF remains ‘ahead’ of the game, and appropriately targeting its limited promotional resources.
* Lead a team of Industry Marketing Coordinators and support officers, implementing industry-specific promotional and educational activities to increase awareness of the PLS and demand for Pacific workers by Australian employers.
* Maintain oversight of the approval process for potential employers, ensuring the process is rigorous but not overly burdensome for employers.
* Build and maintain positive relationships with crucial industry and Government connections in Australia and the Pacific. Significantly contribute to strengthening Government and private sector partnerships on Pacific labour mobility.
* Lead the work on the ‘Industry/Employer Engagement Strategy’, developing content and actively identifying new opportunities to achieve goals which address the Pacific labour mobility demand from the Australian business community [i.e., increase the number of approved PLS employers].
* Have a strategic overview of the design and implementation of marketing and outreach activities. Ensure Industry Marketing Coordinators, and the Marketing and Communications Manager take a proactive approach to promote the PLS among potential employers, in order to create and expand a pool of quality, approved PLS employers.
* Through strong relationships with employers and industry associations, ensure early identification of issues/risks are proactively managed.
* Work with Worker Welfare Lead, and Strategy and Partnerships Manager to design and implement a coordinated regional model for industry outreach and worker welfare
* Ensure the diversification of PLS industries to maximise uptake and minimise risk to the program.
* Connect the demand for PLS with the supply of workers from the Pacific, engaging with Supply Lead to better understand supply issues and priority industries
* Co-lead on contribution to annual planning, monitoring, reflection and learning to ensure that the PLS meets employer needs, transaction costs are minimised, and good practice employment and safety standards are maintained throughout the program.

Other aspects of the role would be:
* Work with the Marketing and Communications Manager to identify opportunities and engage in public events to improve public awareness of the PLS including communicating market analysis and industry demand to Pacific governments. Working closely with the Supply Lead, organise recruitment visits to Pacific countries for Australia businesses (where required).
* Work with the GEDSI Coordinator to identify innovative employment opportunities for women, people with disabilities and those from remote communities.
* Travel locally and internationally, as required and represent the PLF at labour mobility forums.

Required Qualifications:

The National Business Development Manager (NBDM) will possess the following skills and experience:
* Well-established strong networks with the Australian business community and a proven capacity to ‘talk business to business’.
* A broad understanding of the workforce/labour needs across multiple Australian industry sectors
* Influential relationships with the industry associations, business sectors and peak bodies and individual employers in a variety of industries.
* Excellent stakeholder engagement and communication skills including the ability to develop trust and rapport with key internal and external stakeholders.
* Senior management experience and capabilities with strong interpersonal, communication skills with experience leading diverse teams.
* Excellent written and verbal communications skills in the English language

Desirable qualification and experience:
* Qualifications in Industrial relations, recruitment/workforce planning, marketing, communications, or a similar discipline
* Media management
* Staff and resource management

Applicants must have full permanent work rights for Australia as no visa sponsorship will be provided. This is a Brisbane based position, candidates who are willing to relocate for the position must do so at their own expense as no relocation package is available.
