People & Culture Manager

The People & Culture (P&C) Manager plays an essential role in Educo Philippines, leading organizational development, human resource administration, people mobilization, capacity building, team management and organizational policy implementation. S/he will support in promoting an agile, equipped pool of staff for development and humanitarian actions; and will ensure positive working environment that promotes staff wellness and engagement.

The People & Culture Manager understands how the organization is positioned, analyzes opportunities for growth and monitor risks that can affect quality of staff outputs, capacity development, retention and engagement. S/he is a member of the Country SMT and makes decisions that lead to changes in organizational direction.

The People & Culture Manager will work closely with Educo’s Global and Regional People & Culture Teams, Country Office team and other ChildFund Alliance members. The People & Culture Manager reports to the Country Director (CD) and leads the P&C Unit.

Responsibilities

Policy Development and System Enhancement: Develop and supervise the organizational development plan for the Country office, to include design/revision and implementation of policies and procedures on human resource (recruitment, staff profile, training plan, succession planning, compensation, salary scale, etc.). Develop leadership and management good practice to create positive working environment and staff wellness. Lead staff engagement and supervise activities to maintain morale and adherence to Educo’s mission, vision and principles. Manage and improve the performance development and evaluation system to ensure quality outputs and timely support and feedbacking to staff.

People Mobilization: Guides strategic recruitment, talent-acquisition, on-boarding, retention and loyalty plans of staff for sustainability and growth. Ensure policies and guidelines are in place and practiced for career mobility and talent pool development.

Human Resource Administration: Ensure application of up to date Philippine Labor Laws and timely and accurate administration of compensation, benefits, taxes and other incentive programs afforded to staff. Responsible for contract management, training agreement, application of Code of Ethics and HR Manual, to include administration of disciplinary procedures.

Capacity Building and Succession Planning: Design and lead the capacity building efforts of the CO, in collaboration with SMT and direct supervisors to ensure continuous career/personal development and succession planning in Teams.

Team Management: Manage the People & Culture Unit and all its plans and activities. Supervise the HR Officer/ Assistant/s

Organizational Policy Implementation: Demonstrates ethical approaches to improve practice with staff, partners and sub-grantees; and to support the Country Office in understanding Educo’s and donors’ Child Safeguarding, Gender, Feedback and Accountability requirements and other safeguarding procedures.

Essential qualifications

  • Bachelor's Degree in Psychology, Sociology, Human Ecology, Business Administration and other related courses. Graduates of other course may be considered if s/he has the experience and competency requirements of the role.
  • Experience with HR, organizational development, training and staff engagement, team management
  • Experience working with INGOs, preferably with child-rights organizations
  • Minimum experience of 5 years in relevant roles
  • Experience using international human rights law for human rights advocacy (desirable)
  • Experience of working in an international context, at least in Asia with strong portfolio in the Philippines (desirable)
