Summary

Save the Children is recruiting for a Deputy Director for a five-year USAID/Food for Peace (FFP)-funded activity. The Implementer-led Design, Evidence, Analysis, and Learning (IDEAL) activity builds on the successful TOPS program (Technical and Operational Performance Support), and is in its second year of operation. IDEAL aims to improve the food security and nutrition of vulnerable populations, by improving the quality and effectiveness of development and emergency food security activities. IDEAL serves as a catalyst and facilitator of knowledge sharing and learning, evidence generation and application, and collaborative community building among development and emergency food security implementers. The Deputy Director will manage IDEAL implementation in partnership with the Activity Director, ensuring quality results and coordinated efforts across consortium members and interventions.

What You’ll Be Doing (Essential Duties)

Strategic Leadership and Program Management (45%):

  • Co-lead with the Activity Director strategic direction-setting and ensure program implementation is in alignment with the program Theory of Change.
  • Build strong relationships with consortium member leads and support their successful performance, including establishing effective teamwork mechanisms across the consortium.
  • Lead the development and use of organizational learning and adaptive management processes to continually improve program quality and effectiveness.
  • Lead development and support implementation of effective processes for workplanning, performance monitoring, and budget forecasting and monitoring.
  • Lead timely, high quality reporting to USAID and other stakeholders on IDEAL’s progress toward its objectives.
  • Oversee the program’s regional outreach function and ensure that Regional Facilitator’s activities are aligned and integrated with the program’s strategic direction and workplan.

Small Grants Program (25%)

  • Lead strategic direction-setting and ensure the quality and effectiveness of the Small Grants Program (SGP).
  • Oversee and support the Small Grants Manager and Senior Coordinator to develop and implement effective SGP management processes, including application solicitation and review, award execution and post-award monitoring.
  • Support the dissemination of learning from the SGP both within IDEAL and externally, and integration of the SGP with other IDEAL workstreams.

Associate Awards Program (10%):

  • Work with Activity Director to respond to Associate Award RFAs issued by USAID, including overseeing proposal development either by staff or consultants.
  • Establish effective mechanisms for coordination, collaboration and sharing of learning across IDEAL and its constellation of Associate Awards, including the former TOPs Associate Awards.

Human Resources Management (15%):

  • Work with the Associate Director Budget & Award Management to ensure effective human resource development and management processes.
  • Support the Activity Director in ensuring that the program has sufficient human resource capacity to deliver its mandate, through strategic staffing, staff development and use of consultants.
  • Promote a culture of continuous learning, adaptation and innovation within the consortium.
  • Directly supervise the following staff: Small Grants Program Manager, Small Grants Program Coordinator, West/Central Africa Regional Facilitator.
  • Provide dotted-line oversight to the East/Southern Africa Regional Facilitator, and to consortium member team leads: Monitoring, Evaluation, Reporting and Learning Advisor; Strategic Learning and Capacity Development Advisor; Food Security Technical Advisor.

External Partnerships and Representation (5%):

  • Support effective coordination, collaboration and learning partnerships with FFP Agreement Office Representive (AOR) and technical teams, and with other key USAID stakeholders and support mechanisms.
  • Support the design and delivery of consultative processes that strengthen mutual understanding and collaboration between FFP and its implementing partners

Required Qualifications

  • Bachelor’s Degree in relevant field
  • Minimum 7-10 years of experience leading, managing and implementing large scale international development and/or emergency activities, including 3-5 of these years working in a low-resource setting
  • Substantive experience with FFP or OFDA development and/or emergency food security activities
  • Demonstrated experience and skills in adaptive management and organizational learning
  • Strong management, interpersonal, communication, mentoring and facilitation skills
  • Ability to network and communicate with a wide range of stakeholders
  • Sensitivity to cultural differences and ability to work effectively across a wide variety of cultural contexts
  • Proven ability to work well with multiple stakeholders and diverse teams and to achieve consensus
  • Strong team player – able to develop and maintain effective working relationships within diverse and dynamic teams
  • Proficiency in Microsoft Office suite, including Word, Excel, PowerPoint and Outlook
  • Must be able to travel internationally up to 20% of the time.

Preferred Qualifications

  • Advanced degree (Master’s) in a relevant field
