Back ICLA Programme Development Manager Somalia (Internals Only) - National Position

The purpose of the Information Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) is to be responsible for designing, developing, and implementing the ICLA programme in Somalia, provide strategic direction and quality assurance, develop, and implement the ICLA strategy and quality control. 

Generic responsibilities 

1. Develop ICLA strategy, technical SOPs / guidelines, and Macro LFAs
2. Compliance and adherence to NRC policies, ICLA core competency tools, handbooks, and guidelines
3. Contribute to fundraising, develop, and revise funding proposal, budgets, and donor reports.
4. Coordinate and manage ICLA project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements        
5. Identify trends, technical standards, and donor priorities.
6. Ensure that key learnings are extracted from ICLA implementation and incorporate them into ICLA and staff development processes.
7. Contribute to the Institutionalisation of cash-based interventions and market-based programmes though capacity building, guidance and SOP development and interdepartmental engagement
8. Ensure capacity building and transfer of key skills to ICLA staff across four areas of operation.
9. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups. 
10. Promote the rights of IDPs and possible returnees in line with the advocacy strategy

    Specific responsibilities 

    • Technical oversight of all ICLA programming in Somalia, ensure design and implementation of high quality ICLA interventions.
    • Contribute to development of the country strategy and develop CC strategy, technical guidance, and Macro LFAs that are aligned with Country, regional and global strategies and priorities.
    • Study ICLA-specific contextual aspects and issues in Somalia and produce strategic and programming analyses to initiate ICLA projects.
    • With the support of the regional ICLA Adviser, HLP AoR Adviser and the HoP, ensure that the necessary funds and resources are mobilized for growing ICLA needs
    • Assess ICLA -specific contextual analysis as well as potential programming aspects throughout the country.
    • Develop high quality ICLA project proposals and reports for potential programming in those areas.

      Generic professional competencies: 

    • Relevant completed university degree (Social Sciences, Anthropology, Geography, Law, Development Studies, etc); Master’s degree or higher is an advantage.
11. Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
