Job Purpose

This position aims to lead the implementation of all Shelter/WASH activities in our areas of operations in Syria. They will be responsible for managing the overall NRC Shelter/WASH project portfolio and staffing, which are delivered through remotely managed NRC staff and local humanitarian partners. They will also contribute to broader country-level programme development in collaboration with the Shelter/WASH Specialist. 

The position-holder will be duty-stationed in Amman, Jordan, but will be expected to travel to Syria Response office areas of operations for coordination.

What you will do:

Project Cycle Management (PCM) and Implementation. Accountable for the successful delivery of Shelter & WASH or related activities and targets as per donor log-frames and budgets, continuously assessing feasibility adjusting plans as necessary. Human Resources. Accountable for for the successful staffing and structure of the Shelter & WASH team and ensuring recruitment and line-management is conducted in accordance with the relevant NRC policies and procedures. Includes ensuring an appropriate balance of gender, skill-sets and diversity at Area and Field-Office level. Capacity Building. Accountable for the capacity building of Shelter & WASH staff in relevant competencies, including performance management and planning and resourcing capacity building initiatives within the framework of NRC strategies, tools and guidelines  Technical Quality. Responsible for the implementation of high-quality Shelter & WASH projects in accordance with the agreed NRC Country and CC Strategies, tools and guidelines. Includes compliance with minimum standards; collaboration with Shelter & WASH Specialist in developing minimum standards, SOPs and guidance; compliance with Housing, Land and Property (HLP) requirements; meaningful consultation with affected populations throughout the project-cycle; needs-based targeting and selection; integration with other Core Competencies. Accountable for the production of high-quality programme deliverables including BOQs, drawings, Key-Informant Interviews and Focus Group discussion reports, workplans, water testing reports, logbooks, tracker and register entries etc Programme Development. Responsible for the Area Office-level input into Shelter & WASH Strategies and other programme development initiatives including context and needs analysis, needs assessments, assess possibilities for expansion and development of Shelter & WASH activities, pilot activities, Shelter & WASH representation at Country Office and Area-level workshops, meetings, trainings and related events and Shelter and WASH contributions to proposal narratives, budgets and annexes. Develop and manage project budget (in cooperation with Area Programme Manager) and coordinate across Core Competencies (CCs)  Monitoring and Evaluation and Reporting. Responsible for For information management and filing and ensuring compliance with Country-level Monitoring and Evaluation Strategy, tools and guidelines. Accountable for accurate and high-quality Monitoring and Evaluation of Shelter & WASH or related activities, including. Includes construction/process, output and outcome monitoring, internal reporting (e.g. GORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws) Protection and Accountability. Accountable for Protection and Accountability mainstreaming throughout Shelter & WASH or related activities. Includes ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, and supporting the realisation of their human rights, ensuring due diligence. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist Promote the rights of IDPs/returnees in line with the advocacy strategy External Coordination and Representation. Responsible for Area-level external coordination and representation concerning Shelter & WASH activities. Includes coordination and representation in formal and informal forums including clusters, working groups, camp administration and management, international and local NGOs and local authorities in coordination with the Field Coordinator.  Reporting: Provide regular progress reports to the Area Programme Manager and the Shelter/WASH Specialist     

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

Bachelor’s degree or above in civil, structural engineering, architecture or similar. Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context. Technical Shelter/WASH expertise working in construction/rehabilitation/engineering. Experience from working in complex and volatile contexts. Knowledge of the context in Syria is highly desirable. Experience with remotely managed programming Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities. Fluency in English and Arabic, both written and verbal. Kurdish language knowledge is desirable.

Travel: 20% Syria Response areas of operations

Duration of contract: 6 months (Renewal is subject to performance and funds availability)     

Grade 8 in NRC's grading structure
