Role Purpose

The Gender Based Violence Technical Advisor (Roving) is responsible for coordinating the GBV program of Plan International Ethiopia across the various IDP and refugee settings. This includes program development, leading assessments, proposal/concept note development, quality assurance, reporting, analysis and standards setting as well as coordination of different teams and partners. The objective of this role is to further strengthen the response capacity of Plan staff on the ground. The GBV Technical Advisor will need to have extensive experience in the following areas including case management, legal/justice, community engagement, MHPSS, SRHR, GBV coordination and referral in emergencies.

In addition, the position holder shall support the field team to ensure quality implementation and delivery of the GBV related activities and mainstreaming of GBV and protection in all project areas targeted by Plan International Ethiopia. The post holder, in consultation with his/her supervisor, will be responsible to lead consultations with government agencies, humanitarian actors and community members to identify GBV and protection risks and to develop possible strategies to mitigate protection risks and to strengthen response capacity of various actors. Besides, the position holder is also responsible to provide capacity building trainings on different GBV and protection topics including basic protection principles, GBV prevention and response mechanisms, PSEA to government line bureaus, community representatives and other humanitarian actors. S/He will also be responsible for ongoing identification and documentation of GBV and protection related trends, lessons and developments. The post holder will also be expected to represent Plan International in general protection, CP and GBV related coordination forums as needed.

Essential Job Responsibilities:

Strategic program development:

  • Collaborate and work closely with the humanitarian program team for effective integration of GBV and protection issues in all project activities;
  • Collaborate with local authorities and other humanitarian actors’ to effectively lead GBV needs assessments and identify GBV risk in the targeted project areas and to come up with risk mitigation and response strategies;
  • Able to learn and update his/ her information or knowledge to adapt the changing situation, context and trends;
  • Provide technical inputs for the GBV in emergency strategy development, project design and ensuring quality implementation of the GBV program and its individual projects asper set quality standards, benchmarks and guidelines;
  • Participate and contribute in the annual operational planning, and regular internal program planning and review meetings for the GBV program, as well as related inputs to quarterly and annual reports;
  • Document and communicate program achievements and milestones for a wide range of internal and external audiences. Ensure the key strategic documents related to GBV are understood and internalized by those who are either contributing to the evidence base or responsible for representation of organizational objectives at the district, regional or national level;
  • In consultation with the Thematic Lead for CPiE, serve as a focal point for GBV program of the country office, for coordination with relevant stakeholders including clusters and national taskforces; regular liaison and communication with relevant staff at the Regional Office, Plan International National Offices, and teams from other departments;

    GBV technical advisory support and program quality:

    • Actively identify technical support requirements, inclusive of field visits, as and when necessary, and ensure adequate support is provided and recommendations are followed up;
    • Work closely with project implementation colleagues in the field and at the CO, with NO technical experts, with MEAL, and identify and provide technical support to ensure quality implementation of GBV projects;
    • Advise field team on GBV coordination mechanism in the area and community level awareness raising sessions on GBV and protection related issues;
    • Engage in joint operational planning with the field team, regular periodic supportive field visits to project sites to monitor progress of project implementation and understand what works well and the gaps, monitor quality, provide support as needed, and also capture lessons for use in new project development;
    • Working closely with MEAL unit, provide guidance, advice and support to program/project managers to actively engage them in conducting assessments (both quantitative and qualitative), reviews and evaluations; as well as workshops or trainings as necessary;
    • Support the development and implementation of capacity building activities for staff involved in GBV projects across the organization based on capacity needs assessment;
    • Coordinate, review and ensure the quality programmatic reports of GBV projects, including reports to donors, working closely with the field team and BDD/Grants team;
    • Take an active part in CP/GBV Knowledge Hub meetings along with CP colleagues from development program, engaging different thematic sector focal points and program implementation staff, and use those platforms for learning and institutional capacity on GBV programming.
    • Take the lead in the process of dignity kit distribution for affected community members (women and girls) right from the needs assessment, to kits assembly, targeting and post distribution monitoring;
    • Support field offices on GBV technical areas including recruitment and staffing of GBV field staff;

      Capacity building:

      • Support and liaise with all project team and provide a capacity building on protection mainstreaming with particular focus on GBV and provide an on the job training, coaching and mentoring;
      • Provide capacity building trainings for Plan International and partners staff on GBV technical areas including GBV case management, PSEA, GBV minimum standards, GBV basic concepts, GBV referral and coordination mechanism etc;
      • Make sure to coordinate with other humanitarian actors in project areas and provide support to integrate basic GBV and protection principles during service delivery;
      • Coordinate with humanitarian actors and conduct periodic GBV and protection risk assessment and develop a joint strategy

        Influencing & Representation:

        • Participate in relevant Plan International’s in country, regional and global CP/GBV working groups/knowledge hubs and learning initiatives;
        • Represent Plan International Ethiopia at all relevant technical external task forces, working groups, seminars or other meetings / forums which have been identified and approved by line manager and use these meetings to negotiate and position PIE as a valued GBV agency.
        • Create and maintain relationship with local authorities, humanitarian agencies and other service providers for effective service provision on GBV;
        • Carry out any other tasks as directed by the supervisor.
