Terms of Reference1. General Background
In complex humanitarian emergencies and natural disasters where UNHCR is designated as the Protection Cluster Lead Agency under the Cluster Approach, UNHCR performs a dedicated coordination, strategy development and advocacy function through the positions of P5/P4 Protection Cluster Coordination Officer and the supporting positions of P3 Protection Cluster Coordination Officer, P2 Associate Protection Cluster Coordination Officer and/or P1 Assistant Protection Cluster Coordination Officer.
The Assistant Protection Cluster Coordination Officer normally reports directly to a higher-grade Protection Cluster Coordination Officer. The UNHCR Representative has final accountability for the performance of UNHCR as Cluster Lead Agency.

2. Purpose and Scope of Assignment
The Assistant Protection Cluster Coordination Officer is a member of the protection cluster team in the Somalia Representation Office and reports directly to the Senior Protection Cluster Coordination Officer. The position supports the Senior Protection Cluster Coordination Officer in facilitating meetings, organizing capacity development and information sharing initiatives. The position provides technical support to the Protection Cluster through drafting of protection assessments/reports, liaising with sub-national protection cluster coordinators, leading in administrative tasks associated with the Grants Management System (GMS) for the Somalia Humanitarian Funds (SHF), and contributing to the overall objectives of the protection cluster.
The Assistant Protection Cluster Coordination Officer will provide support to the implementation of the Cluster’s core functions of the State-level Protection Clusters to enhance the capacity of protection response coordination at sub-national level. The Assistant Protection Cluster Coordination Officer further provides specific support for the corroboration of conflict analysis and protection updates in relation to the armed conflict triggered by the military offensive and the impact on the protection of civilians.

3. FUNCTIONAL STATEMENT.

• Effective coordination mechanisms and tools are facilitated and maintained with cluster members, government counterparts and donors, for timely and effective needs assessment, planning, prioritization, implementation, reporting and evaluation.
• Support is provided to the development of a protection and solutions-oriented strategy, which incorporates an age, gender and diversity analysis and reflects the cluster’s priorities.
• Protection capacities are improved through direct engagement, capacity building initiatives, research and advocacy with all relevant cluster partners.
• Protection related concerns are immediately identified and addressed through referral, reporting or advocacy.
Responsibility (process and functions undertaken to achieve results)
• Contributing to the promotion of the centrality of protection in the humanitarian response through trainings and advocacy work with/for local authorities and partners.
• Support with the organization and facilitation of cluster meetings in line with the principles of partnership, ensuring that cluster meetings are consultative, and results oriented.
• Facilitate coordination with government counterparts and other relevant authorities.
• Assist in the delivery of protection training activities for protection cluster members, other local partners, and relevant authorities.
• Support to produce regular updates and briefing notes on the protection concerns in the affected population, response activities, challenges and recommendations, at the national and sub-national level.
• Promote and help strengthen national legislation relevant to internal displacement and durable solutions.
• Perform other related tasks as required.

• Support the organization, facilitation and reporting of cluster meetings.

• Provide support to state-level protection cluster in the implementation of the Cluster’s core responsibilities and priorities. Contribute to the drafting of the protection cluster strategy.
Develop and lead capacity building initiatives.

5. ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
• 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree
• Undergraduate degree (equivalent of a BA/BS) in Law, International Law, Political Sciences
• Experience or good knowledge of working with internally displaced people
• Knowledge of English and Somali language.
