Context

The Norwegian Refugee Council (NRC) Geneva houses NRC’s Humanitarian Policy Unit and leads NRC’s representation with the IASC and UN agencies, and coordinates donor engagement with the UN and Swiss donors. NRC strives to assist and protect vulnerable and displaced people during crises, especially in situations of conflict. Established in 1946, NRC is an independent, humanitarian, non-profit, non-governmental organisation working in around 30 countries.

NRC has worked on the impact of counterterrorism (CT) measures and sanctions on principled humanitarian action since 2012, with the support of Switzerland’s Federal Department of Foreign Affairs (FDFA). Our expertise in this area is built on our first-hand operational experience on the frontlines of humanitarian crises, and through actively engaging with states, donors, policy makers, think tanks and academics on this topic. Through research and evidence collection and through encouraging dialogue between and among donors, policy makers, and humanitarian organisations, NRC ensured that this topic, which has traditionally suffered from a lack of attention, has become one of most discussed concerns within the humanitarian sector. The Head of Humanitarian Policy Unit leads the CT and sanctions portfolio.

We are looking for a senior, experienced, strategic, high-energy, hands-on project manager to support the Head of Humanitarian Policy Unit in the implementation of the ongoing Swiss FDFA-funded project ‘Impact of Counterterrorism on Principled Humanitarian Action: Safeguarding Humanitarian Space’ and the ECHO funded project ‘Presence, Proximity, Protection: Building Capacity to Safeguard Humanitarian Space’.

What you will do

You will work closely with the Senior Humanitarian Policy Adviser and play a major role in advancing our policy and advocacy efforts related to the impact of CT and sanctions. You will also be involved in;

  • Provide specialist support, advice and guidance to the continued development and implementation of NRC’s ongoing Swiss FDFA funded project ‘Impact of Counterterrorism on Principled Humanitarian Action: Safeguarding Humanitarian Space’ and the ECHO funded project ‘Presence, Proximity, Protection: Building Capacity to Safeguard Humanitarian Space’.
  • Ensure that project targets are met and in line with project proposals and donor requirements
  • Supervise and oversee the work of Intern/Junior Fellows/Assistant as required
  • Identify and follow up on implementation opportunities.
  • Carry out research and analysis, including of complex or technical information in relation to CT and sanctions, and provide inputs to/draft outreach products and messages
  • Coordinate dissemination and promotion of project outcomes and advocacy messages
  • Engage, liaise, and collaborate with relevant internal and external stakeholders ensuring timely and regular circulation of information
  • Support the Head of Humanitarian Policy capacity building and awareness raising in relation to CT, sanctions and risk management.
  • Coordinate and facilitate cooperation and engagement between stakeholders

What you will bring

  • University degree in a relevant topic such a law or area studies or equivalent qualification, preferably at master’s degree level;
  • A minimum of 4 years of documented relevant experience within the humanitarian sector, ideally in a role related to humanitarian access, advocacy, or policy;
  • Knowledge and understanding at operational level of humanitarian standards and coordination mechanisms, including the IASC, humanitarian principles, humanitarian access, and humanitarian financing;
  • Experience in humanitarian project planning, coordination and management;
  • Ability to rapidly acquire knowledge in relation to the impact of CT and sanctions on humanitarian action;
  • Demonstrated research and analysis skills, and experience of producing high quality briefing notes, key messages and other policy products ;
  • Demonstrated experience of clearly and effectively communicating complex topics to non-technical audiences;
  • Experience of working in the field, preferably on issues related to the impact of CT and sanctions on humanitarian action (which could include experience related to access negotiations, engagement with non-statement with non-state armed groups risk management and the operationalisation of the humanitarian principles) for example in roles encompassing humanitarian access, advocacy, or policy;
  • Experience with humanitarian coordination mechanisms and ability to work constructively, collaboratively, and professionally with stakeholders from a variety of different organisations and perspectives;
  • Prior experience with NRC an asset
  • Fluent in both written and spoken English and knowledge of French or Spanish is an asset
