What we are looking for

NRC is looking for a Partnerships Adviser to join the Afghanistan mission. The role holder will facilitate and drive strategic initiatives across different technical areas; work transversally with a broad range of colleagues; and develop user-friendly tools, frameworks, and guides.

The Partnerships Adviser will provide technical support to teams in the effective delivery of the country strategy - with and through local actors, supporting country-level strategic thinking and alignment on partnerships. The role will facilitate learning and knowledge sharing with local actors. The role holder will provide advice and guidance to ensure optimal partnership strategies, structures, systems, and resources are in place. He/she will guarantee compliance with NRC Partnership policies, guidance, and procedures, as well as contribute to the development of strategies, policies, tools, and new approaches.

What you will do

Strategic development and vision setting (20%) – developing a framework and developing a partnership strategy. Technical support (40%) – developing a responsible, accountable, consulted, and informed matrix; providing advice and support; supporting expansion of operational models; and functioning as helpdesk. Representation and localisation (30%) – developing integrated programme strategies and response plans; reviewing pilot initiatives and approaches; delivering capacity building training; and representing NRC in forums and technical working groups. What you will bring

Senior-level partnership experience in a humanitarian/recovery context. Local actors, authorities, civil societies, and private sector liaison track record. Localisation efforts and trends, in the humanitarian community, expertise. Complex, insecure, volatile, and changing context exposure. Afghanistan context exposure and knowledge, pertaining to displacement and humanitarian needs. English and Arabic fluency, both written and verbal.

What makes this position attractive?

The humanitarian situation in Afghanistan is complex, protracted, and worsening. Following 40-years of constant war and a situation of increasing hunger; economic decline; and rising poverty levels, the country has faced intensified conflict; the worst drought in 27-years - with some areas subject to extreme flooding; the withdrawal of international forces/diplomatic presence; and the take-over of the country by the Taliban. The resulting political, social, and economic shocks continue to resound across the country with a deterioration of the humanitarian and protection situation. Afghanistan recently underwent a regime change in a short space of time. The current regime has limited resources and/or systems in place to provide basic services. In addition to this, internal displacement has taken place due to conflict, climate change, and the economic crisis currently experienced in the country. Afghanistan is facing an unprecedented humanitarian crisis with a risk of systemic collapse and human catastrophe.  This is an opportunity to contribute to the protection and assistance of vulnerable and crisis-affected women, girls, boys, and men. NRC Afghanistan is one of the leading humanitarian response agencies (particularly for Afghans forced to flee), maintaining a presence of 12 offices and over 1,000 staff in 14 provinces across the country. NRC Afghanistan is the largest INGO in the country, at a programmatic, field coverage, and staff count level. What we offer

Kabul, Afghanistan duty station. 12-month contract duration (renewable, subjecting to funding, performance, and requirements). 30% travel, approximately. Grade 8 in NRC’s Salary Scale, with accompanying terms and conditions. NRC offers a competitive compensation and benefits package.
