Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A short-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is Ringgit126,861 yearly.

    Introduction

    Governments, businesses, employers’ and workers’ organizations continue to navigate an increasingly uncertain future shaped by climate change, demographic shifts, geopolitics, automation, digitalization and other megatrends. These global challenges and drivers of change impact societies, economies and labour markets in different ways depending on their preparedness to govern and address these global changes. Furthermore, a country’s integration into global and regional value chains influence how well it can turn these challenges into opportunities and therefore require urgent attention and action in order to realize an inclusive and sustainable future of work with full, productive and freely chosen employment and decent work for all.

    Over 12 months and with a budget of EUR 700,000, the Supply chains for a sustainable future of work (SCSFW) project will promote decent work globally by focusing on selected supply chains connecting specific sectors in three countries (Colombia, Malaysia, and Namibia) and the EU market. This supply chain approach serves as an entry point for advancing full and productive employment and decent work. The project builds on the good practices and lessons learned during the implementation of the EU-funded project Sustainable Supply Chains to Build Forward Better (GLO/20/40/EUR).

    The project will provide technical support through tools development and initiatives to strengthen capacities of constituents and key stakeholders in the three countries and along the supply chains, including in the EU. This includes the provision of technical advice and assistance to improve compliance with national laws and regulations and to respect the principles contained in international labour standards. In addition, support to tripartite social dialogue processes and platforms will be provided to develop and implement policies and measures to promote decent work for more resilient, inclusive and sustainable supply chains. The project also seeks to equip constituents and enterprises active in the EU market that have operations in the three selected supply chains with an improved understanding of the decent work challenges and opportunities in the three selected supply chains and ILO’s guidance for enterprises to realize decent work for all. This includes better preparing enterprises, constituents and other key stakeholders to advance responsible business conduct, including by conducting due diligence in line with the UN Guiding Principles on Business and Human Rights, while also deepening their ability to contribute to gender equality and inclusion.

    Within the policy and procedural requirements established by the ILO and the EU-funded Supply Chains for a Sustainable Future of Work project, the National Project Coordinator will coordinate project activities in Malaysia and monitor and report on their progress. Under the guidance of the Deputy Director of the Regional Office for Asia and the Pacific, s/he will establish and maintain working relationships with concerned government representatives and offices, employers’ associations and workers’ organizations, and key project stakeholders.


    The National Project Coordinator will be based in the ILO Project Office in Kuala Lumpur. S/he will work under the supervision of the Deputy Director of the Regional Office for Asia and the Pacific and will receive guidance from the Technical Officer of the Supply Chains for a Sustainable Future of Work project in the Sectoral Policies Department.

    Description of Duties

    1. Coordinate and execute project activities, including research and analysis on decent work challenges and opportunities in the rubber glove supply chain and the impact of COVID-19.
    2. Monitor progress of the project by drafting work-plans and monitoring activities.
    3. Support the Technical Officer in the preparation of the required periodic progress reports on the status of activities.
    4. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring expenditure as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
    5. Follow-up with staff and specialists in the ILO Regional Office for Asia and Pacific and ILO Decent Work Team in Bangkok, as well as government offices, constituents and other organizations to expedite implementation and meet targets.
    6. Supervise the work of the project’s external collaborators.
    7. Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the project activities in Malaysia.
    8. Organize meetings of the national tripartite advisory committee and other relevant workshops and events with constituents and key project partners.
    9. Participate in, and represent the ILO in conferences, seminars, workshops, training sessions and meetings as required by the ILO Country Office. Speak on behalf of the project when attending these gatherings alone.
    10. Undertake missions to project sites, independently or accompanying others.
    11. Brief ILO staff and visiting officials, consultants and project partners and provide relevant information on decent work opportunities and challenges in the rubber glove supply chains in Malaysia.
    12. Draft or translate documents, press releases, official correspondence, statements and speeches and other public information materials.
    13. Perform other duties as may be assigned by the Deputy Regional Director and Technical Officer.

    Required qualifications

    Education

    University degree (Bachelor’s or equivalent) in law, engineering, architecture, economics, public policies, development studies or a relevant field. An advance degree in relevant fields (trade, law, public policies, social policies, human resources or relevant) will be an advantage.

    Equivalent work experience may be considered in lieu of a University degree in accordance with the table below.

    Experience

    At least three years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners is required. ILO or UN experience in the relevant field will be an advantage. Experience in training, capacity building, and decent work in the rubber glove supply chain will be an advantage.

    Technical requirements: Good knowledge and relevant professional experience at the national level preferably in the rubber glove sector and with decent work challenges and opportunities. Work experience with the government, social partners, civil society and other stakeholders. Knowledge of policy making and tripartite consultation would be an advantage.

    Languages

    Proficient in the languages of Malaysia and excellent command and knowledge of English. Knowledge of other relevant languages is an advantage.

    Competencies

    • Knowledge of programme and budget, project administration and evaluation concepts and procedures
    • Knowledge of the mandate and structure of labour market institutions in Malaysia
    • Knowledge of the financial rules and regulations used by international organizations or public administrations
    • Strong analytical skills and ability to justify requirements and approaches to problem resolution
    • Good drafting skills
    • Good ability to interpret project information and to identify and analyse problems with implementation
    • Ability to communicate effectively both orally and in writing
    • Ability to work effectively with a multicultural and interdisciplinary team and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes
    • Ability to work independently, quickly, precisely, and take initiative and responsibility
    • Ability to work under pressure and to meet deadlines
    • Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
    • Ability to interact with people with tact and diplomacy.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
