In this role, while reporting to the Chief, Investigations Division and under the overall guidance of the Director, Internal Oversight Services, you will be responsible for intake assessment of Agency-wide misconduct allegations.

The main responsibilities include:  Reviewing and assessing complaints and allegations; reviewing and analyzing all information to determine its relevance and reliability, conducting necessary preliminary interviews of staff and other involved parties, recording interviews, obtaining and analyzing potential documentary and electronic evidence, conducting investigative research and determining the appropriate presentation of assessment results to the intake committee;  Undertaking or coordinating as appropriate, preliminary evaluation of potential violations of rules, regulations, policies, procedures and standards including breaches of neutrality, misconduct, fraud, misappropriation, corruption and mismanagement, applying and ensuring objectivity, impartiality and fairness in accordance with generally recognized international investigative standards and Agency guidelines;  As part of the Central Intake Unit, preparing reports and ad-hoc briefs pertaining to allegations and investigations statistics;  Tracking progress of allegation disposal through the case management system and advising colleagues accordingly of any risk of impact in delay of assessment by an intake committee or field director tasked with assessment of allegations;  Contributing to the development of the office’s policy and procedural framework and best practices and other lessons learned from Agency intake process; making recommendations and assisting in enhancing the Agency’s intake policy and procedures;  Forming and participating in the misconduct intake committees of the Agency and providing advice to participants on disposal decisions including advising on the appropriateness and applicability of opening an investigation, based on Agency policy and guidelines;  Supporting the division’s investigators during investigation of critical cases, including conducting investigations as required.

Conditions of service UNRWA offers an attractive compensation package including annual salary starting at $60,962 net tax free with post adjustment of 44.5% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

To qualify for this position, you will need: Education A university degree from an accredited educational institution preferably in law or related field; Work experience At least six years of progressively responsible and relevant experience in applying internationally recognized investigation techniques in criminal or administrative inquiries and two years of relevant experience at international level outside your home country; Language(s) Very good command of written and spoken English. Desirable qualifications:  Previous investigations intake experience;  Fluency in written and spoken Arabic.
