Context

Niger faces three major humanitarian crises. The first humanitarian crisis is along the Malian border in Tillabéri and Tahoua, where attacks attributed to armed Islamist groups have spilled into Niger. The second crisis is due to Boko Haram insurgencies in the Lake Chad Basin which mainly affects Diffa region, the third is the presence of 35,000 refugees in Maradi region, exacerbated by increasing cross-border violence and banditry from Nigeria. According to the Humanitarian Needs Overview (HNO) 2023, an estimated 4.3 million people are in need of humanitarian aid. 2.7 million people have been targeted by the humanitarian response plan, with around 1.5 million people in need of protection. 

Another situation of humanitarian interest is that Niger is a transit country for north-bound migrants and has developed into a major hub of migratory movements northwards to Algeria and Libya.

NRC set-up an Area Office in Niamey in 2019 covering field offices in Tillaberi, Maradi, Tahoua and has been established as a full-fledged country programme since June 2023.

In order to contribute to the protection challenges faced by displaced populations, NRC is looking for an ICLA (Information, Counselling and Legal Assistance) Programme Development Manager who will lead the design, development and quality implementation of the ICLA programme in Niger. ICLA programming is focused on the thematic areas of legal identity/civil documentation and housing, land and property (HLP) rights.

Role and responsibilities

Identify and implement appropriate interventions in rural and urban contexts in coordination with other NRC core competencies. Contribute to the needs assessments in displacement and hard-to-reach areas in line with NRC’s humanitarian access strategies.  Establish and develop systems and tools for the implementation of ICLA activities.  Ensure timely and high-quality programme delivery against planned targets. Ensure timely and quality monitoring reports of ICLA activities to ensure high technical quality and transparent processes. Research and analyse the evolving housing, land and property (HLP) and legal identity context in Niger and adapt the programme accordingly. Develop approaches and activities ensuring the promotion and implementation of Safe and Inclusive Programming (SIP) principles within the ICLA programme. In coordination with M&E, monitor and follow up on the quality of ICLA services provided by NRC in the field. Contribute to the development of advocacy strategies, initiatives, and materials.

Professional competencies

Minimum 3 years of experience in a senior-level project implementation position in a humanitarian/recovery context Experience from working in complex and volatile contexts Technical expertise in legal assistance programming Documented results on designing and implementing legal protection programming for displaced persons or other vulnerable groups Fluency in French, both written and verbal; advanced level in English, both written and verbal Knowledge of the context in Niger and/or Sahel region Knowledge of the legal protection and displacement context in Niger   Sound understanding of protection principles and international human rights law relevant to ICLA programming. Experience with capacity-building of staff on technical aspects of programming Excellent analytical ability, presentation, communication and drafting skills
