1. Role and responsibilities 

The ICLA Coordinator (Technical) is part of NRC Jordan’s Information, Counselling and Legal Assistance (ICLA) Specialist team. They will work under the supervision of the ICLA Specialist and in close coordination with the ICLA Coordinator (Legal), ICLA Project Manager and ICLA implementation team.

The ICLA Coordinator (Technical) plays a key role in managing ICLA’s digital transformation project and managing ICLA’s relationship with national legal aid partner organisations. 

Generic responsibilities

Adherenceto NRC policies, guidance and procedures. Contribute with ICLA specific technical competence to the development of ICLA strategy, Macro Log Frame, and Plan of Action. Conduct ICLA specific technical assessment and presentrecommendations. Conduct ICLA specific technical research and document findingsand recommendations. Provide ICLA specific technical input to coordination mechanism (e.g. cluster coordination) and working groups. Develop ICLA specific technical guidance, tools and mechanisms. Contribute to organisational learning through the provision specific technicalanalysis, lessons learnedand reports. Develop training modules and provide specific technical learning and/or training for project staff. Provide training to relevant stakeholders.

Specific responsibilities

Digital transformation

Oversee ICLA Jordan digital transformation initiatives, including the implementation of the national digital platform on access to legal information and development of additional features. Oversee legal content creation, pilot, roll out and monitoring for needed updates to content.  Manage and coordinate content on social media and communication platforms.  Oversee SOPs and workplans on content creation and dissemination processes. Coordinate training opportunities for ICLA staff and partner staff on the digital platform. Capture and document learning related to the digital transformation initiatives and update processes and SOPs accordingly. Monitor technical issues arising with the digital platform and report to be resolved. Coordinate activities closely with the GlobalICLA Digital Managerto report on progress. Coordinate the digital transformation work externally with relevant stakeholders, including legal aid providers, the digital transformation partner and the Civil Status and Passports Department. Engage with relevant NRC staff at national and field level in the project to ensure participation   and continuous feedback.

Partnerships

Responsible as the primary focal point for day-to-day relationship with ICLA national legal aid partners. Oversee the project cycle management of national legal aid partners in projects they are implementing with ICLA, including support on project design, implementation of partnership agreements, progress review, reporting and evaluation and learning of interventions. Coordinate with relevant NRC staff at national and field level to ensure implementation of partnership agreements and projects, including financial management and reporting.  Manage procedures to monitor quality legal programming of legal aid partners in jointly implemented projects, including qualitative and quantitative analysis of referred cases and facilitate periodic meetings between ICLA and national legal aid partner staff. Oversee proper use by ICLA and national legal aid partners of joint referral, feedback and complaint mechanisms.

Support the ICLA Coordinator (Legal) and ICLA Specialist on other legal tasks where required.

Generic professional competencies

University degree in Law, Social Sciences, International Relations, Political Sciences, or any other related field. Fluency in both Arabic and English and excellent draftingskills in Englishand Arabic. Minimum 3 years experience on implementing relevant projects in the humanitarian/development   sector. Knowledge of the displacement context in Syria and the Middle East. Strong analytical, strategic thinking and planning skills. Highly organized and diligent with attention to detail. Context-related skills, knowledge and experience 

Previous experience in digital transformation and innovation is preferred. Previous experience in project management is preferred. Previous experience working with national authorities and/or national civil society organisations. Good knowledge of human rights international framework and Jordanian legal framework.  Ability to provide high quality briefs, both written and verbal, to a range of stakeholders.
