Background/Context

The Central African Republic (CAR) faces tremendous humanitarian needs due to years of conflict and instability. As a result of violence against civilians and insecurity in areas outside urban centers, several million people are increasingly vulnerable. 

NRC has been present in CAR since 2014 and currently employs 17 international staff and approximately 170 national staff. NRC covers a large geographic area with activities spread across strategic districts throughout the territory such as Ouham Pende, Mambere Kadei, Sangha Mbaere and Nana Mambere in the West, Nana Gribizi, Kemo, and Ouaka in the Centre, Basse-Kotto in the southeast, and Lobaye and Ombella Mpoko in the SouthWest. NRC operates from three field offices in Bouar, Kaga Bandoro, and Alindao, and a country coordination office in Bangui, the capital city. 

NRC has been contributing to the humanitarian response thanks to the generous support of donors like ECHO, NMFA, SIDA, GFFO, UNICEF, UNHCR, ECW, AFD and OCHA (CHF).

About the position

As the Human Resource Manager, you will oversee, manage, develop and strengthen all HR and HR Admin functions and operations in order to provide efficient and effective Human Resources and Administration support to the NRC Country Programme, CAR. Special focus will be needed on effective and quality recruitment processes, staff development and training. Some of your responsibilities include:-

Implementing global standards and initiatives at the CAR Country Office  Contributing to the development of the country organization’s strategy and plan of action by providing input and suggesting initiatives.  Contributing to the development of NRC Country Office Learning and Development Strategy for NRC CAR staff Assist in mitigating Country Office legal risks Build capacities of CAR HR team incl. new HR Coordinators & Technical Officers Support and guide the international staff in HR management matters Manage the HR team in Bangui Strengthen recruitment processes and ensure adherence to the minimum standards. Strengthen training and induction / on-boarding quality and processes Improve the quality of performance management conducted by line managers across NRC CAR offices Maintain a healthy and empowering office environment that encourages open, honest, and productive communication

What You will bring

Minimum 3 years of experience working as a Senior HR Manager in a humanitarian/recovery context Experience from working in complex contexts Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile  Fluency in English and French, both written and verbal Knowledge of the context of the Central African Republic is an advantage Experience in the management of HR systems supporting 200 + staff Behavioral competencies in: Initiating action and change; Managing performance and development; Empowering and building trust; Strategic thinking
