NRC Iraq is looking for a Human Resource Manager to join the mission. The role holder will be responsible for managing, developing, and strengthening the HR functions to provide efficient and effective Human Resources support to the NRC Iraq Country Programme.

What You Will Do

Accountable for HR advice and support to CMG (Country Management Group) and senior managers, ensuring that NRC Iraq is complying and adhering to NRC HR standards throughout NRC Iraq operations.   Contribute to NRC Iraq strategy and plan of action, responsible for developing and implementing HR strategies and initiatives aligned to the NRC Regional and Global Strategies  Responsible for ensuring all recruitment and onboarding processes are implemented in compliance with NRC Recruitment Minimum standards and SOPs.  Responsible for employee engagement and staff care, ensuring and advocating that best practice is implemented. Leading on implementing country initiatives as well as regional and global initiatives and policies. Actively coordinate on and advocate for NRC’s duty of care standards to NRC staff. Responsible for implementing Diversity, Equity, and Inclusion (DEI) initiatives in NRC Iraq and ensuring all HR policies and procedures incorporate DEI principles within them.  Accountable for the Learning and Development strategy as well as implementation of Learning and Development initiatives.  Responsible for ensuring performance management tools (Goals and Performance in NRC) are implemented and all staff have a plan. Accountable for ensuring HR give regular updates and support to line managers, advising managers on how to best utilise the performance management system. Responsible (along with Senior Managers) for trying to create a culture of documented regular check-ins between all line managers and reporting staff in NRC Iraq.  Accountable for ensuring onboarding, induction, mandatory trainings, performance management and exit procedures are implemented for all staff in all offices. Leading on initiatives for improvement. Responsible for advising and supporting senior managers and budget holders in workforce planning.  Responsible for giving advice in personnel conflicts and advising and overseeing all disciplinary actions and processes in NRC Iraq in line with NRC fact finding and investigation processes. Responsible for ensuring there is consistent implementation across Iraq Area Offices of NRC SOP's and HR policies. Accountable for ensuring advice and support is given by CO HR team to Area HR teams.  Regular visits to Area Offices for support, compliance, and quality control of HR practices. Responsible for ensuring adherence to Federal Iraq and KRI labour laws including ensuring adherence and compliance to government tax laws/regulations and requirements. Responsible for strategy and implementation of HR capacity building to NRC Iraq local partners. Other tasks as required by the line manager.

What You Will Bring

Minimum 5 years of experience working in a senior HR role in a humanitarian/recovery   context. Experience working in complex and volatile contexts. Fluency in English, both written and verbal. Documented experience in implementing change management processes, and ability to adapt to change.  Documented experience implementing HR processes in a large organisation in multiple locations. Experience of the management of HR systems supporting 300 + staff. Experienced in leadership and providing HR advice and support to multiple stakeholders. Experience in developing and implementing HR strategies.  Willing and able to regularly travel and overnight in Area Offices to give support. Knowledge of Arabic and Kurdish an advantage. 2 years of international experience a strong advantage.

Erbil, Iraq duty station. Until 31st December (Renewable, NRC Contracts run Jan- Dec yearly pending funding and performance) 30 % travel, approximately to areas of operation in Mosul, Dohuk, Kirkuk and Ramadi.
