Background

Two years after the signing of the UN-brokered Ceasefire Agreement in October 2020 between the Government of National Accord and the Libyan National Army, Libya experienced relative stability and some progress in its political and security situation. As a result, the number of internally displaced persons (IDPs) and individuals requiring humanitarian aid decreased, leading to the decision of phasing-out of the Humanitarian Response Plan (HRP) and the deactivation of the humanitarian coordination structure by the end of 2022. However, while the overall number of people in need is decreasing, for population groups such as long-term displaced populations, refugees, migrants and asylum seekers, and Libyans with undetermined legal status, the severity of needs continue to increase with no pathways to durable solutions in sight. Furthermore, populations in areas that were severely damaged by the conflict such continue to face significant barriers in accessing basic services and rights, the situation is direr in hard-to-reach and remote areas were very limited or no support is being provided by actors.

The Norwegian Refugee Council – Libya:

NRC began operations in Libya in 2017 and works with Libyan IDPs, returnees and host communities, as well as vulnerable migrants, refugees and asylum seekers to improve their protection environment and increase self-reliance. NRC is a leading displacement agency in the Libya response and implements education, shelter/NFI, legal assistance, multi-purpose cash assistance and livelihood activities across the country through our offices in Tripoli, Misrata, Benghazi and Ajdabiya. NRC activities benefited 60,000 individuals across Libya in 2022. NRC is an active member of various coordination groups, including the Libya HDP Advisory Group, Access Working Group and the Libya INGO Forum. 

Job Purpose

The Health, Safety and Security Manager will support the NRC Libya operations to ensure compliance with NRC HSS minimum standards and reduce the overall risk on NRC operations across the country. This includes developing and updating HSS strategies, plans, and SOPs, as well as providing HSS mitigation measures for safe and secure program access. The HSS manager is also responsible to coordinate and conduct mandatory and other tailored training courses for NRC Libya Country Office and Area Offices. This senior position reports to the Country Director and is a member of the NRC Libya Country Management Group.

What you will do:

Promote and stimulate HSS risk management culture and guide NRC’s work to expand safe humanitarian access into new geographical areas. Continuously monitor and evaluate the political, social, security and humanitarian situation in Libya and provide Country management group (CMG) with strategic advice based on changes to the context Oversee and support national HSS risk management to staff, assets, operation and reputation of NRC  Implementation of the NRC Global HSS Management System at national level and provide reports as required Development and maintenance of national HSS documents and procedures including strategy and budget and ensure consistency and accountability of security and safety procedures across the whole country programme Conduct Security Risk Analysis (SRA) and status reviews Management of HSS staff at country office and the operational relationship with NRC’s external security provider. Network, communicate and cooperate with relevant external HSS actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access.  Contribute to NRC’s Risk Management process supporting Risk & Compliance Officer and other Risk Owners in identifying, assessing and managing organizational risks. Monitor and analyze the context (overall security situation, risks, and most likely scenarios), ensuring reliable security information as basis for informed decision-making. Lead the Conflict Sensitivity analysis for new projects, activities and zones in collaboration with Risk & Compliance, Programme and Policy & Advocacy teams. Work with the Area Managers on emergency preparedness as it pertains to their programmes, providing oversight and technical support regarding HSS.  Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level Work with management to ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations Ensure that Duty of Care (DoC) HSS standards are uphold at all time and that corrective measures are implemented when weaknesses are identified. Contribute to improve humanitarian access for NRC operations across Libya by providing technical support on tools and strategies, ensuring capacity building for field staff and supporting AMs with access related issues. Facilitate on ongoing culture of learning as it relates to health, safety and security and arrange for ongoing trainings including HEAT, on-site training, etc. in line with NRC policies. As a key member of the Crisis Management Team, provide sustained   support to operational teams and management during an incident and take lead as and when delegated. Develop and maintain national HSS documents and procedures incl. strategy and budget and ensure consistency and accountability of security and safety procedures across the whole country programme. Serve as Country Office COVID-19 management focal person

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

Professional qualifications or studies in general management, HSS and/or risk management Minimum 3 years of experience from working as a senior HSS Manager in a humanitarian/recovery context Previous experience from working at the country level in complex and volatile contexts. Knowledge of Middle East and Libya is preferred Experience or qualifications in humanitarian access and negotiations Experience in risks management for implementing partners or remote management Substantial and demonstrated prior experience as a trainer  Excellent Presentation, writing and analytical skills  Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities Fluency in English, both written and verbal.Fluency in Arabic is a strong asset for this role Valid driver’s license

Duration of contract: 24 months fixed terms 

Travel: 30% travel to Libya

Grade 9 in NRC's grading structure

Reporting line: Country Director as Line Manager, Regional HSS as Technical Manager.
