Job Overview:

HSS Coordinator role will oversee the function of the HSS implementation in at the country office and provide technical support to field offices.  Security Operation Team Leader will report directly to HSS Manager.

Generic Responsibilities:

Ensure adherence with NRC Afghanistan Security Management Plan and SOPs Implement delegated Security tasks according to plan of action Prepare and develop status reports as required by management Ensure proper filing of documents  Ensure security support to projects targeting beneficiaries most in need, and explore and asses new and better ways to support Program teams Promote and share ideas for technical improvement Development of holistic and needs based programs, including cash-based interventions and marked based programs.

Specific Responsibilities:

Analytical reporting of contextual updates and maintenance of incident database. Monitor and report of patters, incident that could hard NRC and it’s operations Proactively engage with program team to support in areas where it is needed. Lead HSS team in the even of a crisis.  Represent HSS unit at SMT and CMG meetings in the absence of HSS Manager Quality control of Motorola VHF, UHF and Codan HF radio systems, GPS/GSM tracking and associated web platform, email, Thuraya, mobile phone and internal phone systems; in English and local languages. Improve systems that are functional and meet our current demands from both Country office and Central Area Office. Quality control of all communications are registered neatly and accurately Improve and control tracking tools and software for NRC staff and vehicles. Alert security focal point/s of important events, by monitoring internet, TV and radio news in English and local languages, as well as via security alert systems. Lead the coordination with transport section for facilitating the transport for staff and visitors. Lead coordination with Security Team Leader and guards to ensure access to all NRC premises are monitored and controlled Ensure a proper handover is done by each radio operators. Build capacity of Radio Operators and bring up challenges with Country Security Manager. Raise Procurements and follow-up with purchases for relevant and needed equipment’s. Follow-up with external actors for relevant permission for communication devices  Responsible to manage an effective communication tree for staff check in and dissemination for alerts and information.

Generic Professional Competencies:

A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs.  Advanced knowledge in communications technology, including, satellite communications, cell phone, etc. Good knowledge of city and general area in assigned location, and the provinces of Afghanistan, ability to read and interpret maps and operate Google maps or similar. Able to structure his or her thoughts and make an accurate and complete summary of a situation, under time pressure, at any time of day or night. Must display intelligent ability to arrange vehicle moves to make best use of available assets and time. High attention to detail and ability to neatly complete assigned paper work. Honest and trustworthy.  Proven communication, interpersonal, representation, negotiation and skills. Computer skills – database knowledge essential, wireless networking. Knowledge of cash-based interventions and market based programmes Trouble shooting’ skill with electrical, radio and computer systems. Well presented, confident, and sensible. No other employment is allowed, operator may be required to work at any time of day or night and on any day of the week, at short notice.  Written and verbal English essential. Fluent of the local language.  Knowledge of cash-based interventions and market-based programmes.
