NRC Iraq is looking for a Head of Support to join the mission. The role holder will be responsible to lead the Support Unit having overall responsibility for ensuring that NRC’s HR, finance, logistics, administration, and ICT systems provide relevant and adequate support to NRC’s Iraq programmes. The HoS will also be responsible for designing, planning and roll out of key strategic initiatives and to monitor the implementation to measure the improvement of systems and structures. This role also includes working closely with the Country Director and Head of Programmes to support and provide recommendations for critical change management processes to ensure that NRC’s structure stays fit for purpose and value for money, in terms of having the right resources and structures to reach the objectives in our strategy. Additionally, they will play a key leadership role in the strategic planning processes, including the annual budget process, workforce planning and talent management.

What You Will Do

Line management of support managers including Finance, HR & Admin, Logistics, and ICT Member of the Country Management Group (CMG) Ensuring compliance with and adherence to NRCs support focused policies, guidance, handbooks and donor/auditor requirements.  Facilitate support functions input to the development of the Country Strategy and Plan of Action  Provide input on operational support in proposal development, and coordinate and align operational support with programme plans.  Responsible for ensuring quality and timely support to project implementation.  Facilitate the Master Budget, and country-level budgets including assessing and monitoring costs and resource allocation needs.  Responsible for the strategic development of support structures both at the Country and Area Office level in collaboration with the CMG especially the Area Managers. Providing training on technical systems, human resource capacity and allocation enabling decentralization where appropriate Responsible for the development of new and update country-specific technical SOPs, guidelines, and tools. Responsible for organisational learning related to programme support. Responsible for technical capacity building of support staff   

What You Will Bring

Minimum 4 years’ experience in a senior management position  Experienced in working in complex and volatile contexts.  Demonstrated experience in resource and cost allocation. Experience in market analysis and cash-based interventions.  Fluency in both written and verbal English. Proven track record to lead and deliver on strategic projects. Experience in change management processes.  Comprehensive understanding of the context in Iraq. Knowledge of Arabic and Kurdish would be an added advantage. Ability to prioritise and focus on current key issues and concerns in collaboration with Country Management Group.

Erbil, Iraq duty station. Until 31st December (Renewable, NRC Contracts run Jan- Dec yearly pending funding and performance). 25% travel, approximately country wide Senior Grade 11 in NRC’s Salary Scale.
