Background/Context

The Central African Republic (CAR) continues to face tremendous humanitarian needs due to years of conflict and instability. As a result of violence against civilians and insecurity in areas outside urban centers, several million people are increasingly vulnerable. Their access to food and basic services, such as health care and water supply, is drastically limited.  Development assistance is also a critical need to address structural concerns and increase access to basic social services in a sustainable way, especially education. The changing international context with a potentially severe impact on the CAR has added another layer to the complex humanitarian situation. 

NRC has been present in CAR since 2014 and currently employs 17 international staff and approximately 170 national staff. NRC covers a large geographic area with activities spread across strategic districts throughout the territory such as Ouham Pende, Mambere Kadei, Sangha Mbaere and Nana Mambere in the West, Nana Gribizi, Kemo, and Ouaka in the Centre, Basse-Kotto in the Southeast, and Lobaye and Ombella Mpoko in the South West. NRC operates from three field offices in Bouar, Kaga Bandoro, and Alindao, and a country coordination office in Bangui, the capital city.  

The program portfolio includes five core competencies: ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH (Water, Sanitation and Hygiene), Shelter, Education and Protection from Violence. 

The purpose of the Head of Programme position is to develop and ensure the implementation of holistic high-quality programs.

What You Will Do

Some of your roles and responsibilities will include:-

Core Competence programmatic input to risk management frameworks and contingency plans, in particular for the Core Competency of Protection from Violence Roll-out of the SIP (Safe and Inclusive Programming) process at the Country Office (CO) level, including the integration into program design and implementation, and resourcing, according to the SIP action plan endorsed by the CO Team leadership, including performance management, recruitment and learning & development-related activities. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses and cash for rent Lead the development of a fundraising strategy and build strategic engagement with donors  Act as CD (Country Director) when the latter is away  Ensure capacity building of all technical staff and Grant Manager Development of holistic and needs-based programs  Identify NRC partnership opportunities and strategy  Ensure the quality program implementation, by promoting Program Cycle Management process compliance and a proper documentation management Promote a learning environment, including through in-depth analysis of collected data  Supervise in coordination with PDMs and M&E the production of program implementation evidence and capitalization.   Coordinate with relevant other departments for the implementation of the market analysis Support and contribute to the rollout of new global and/or regional systems, processes and initiatives at the country office level (e.g. CORE v01 pilot, NEAT+ assessment, NRC Assure…)

What You Will Bring

Professional competencies 

Minimum 5 years experience in a senior management position in a humanitarian/ recovery context Experience from working in complex and volatile contexts NRC Core competency expertise Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile Demonstrated experience in successfully leading teams in accordance with NRC values Fluency in English and French, both written and verbal Knowledge of the context in Central Africa Experience in program strategy development Experience in Project Cycle Management, grants management, M&E management Demonstrated knowledge of protection mainstreaming and accountability to affected populations Demonstrated experience in representation, advocacy and partnership development
