The Gender-Based Violence in Emergencies Specialist will be under the overall guidance of the Chief Child Protection, and within the context of supporting the achievement of the Sustainable Development Goals, UNICEF Strategic Plan, UNICEF Core Commitment for Children in Humanitarian Action, the GBViE Specialist provides support to the development, implementation, monitoring and evaluation of UNICEF GBV-related emergency prevention, mitigation and response in-country.
Purpose for the job: The GBViE Specialist will support the development, implementation, monitoring and evaluation of UNICEF’s GBV-related emergency prevention, mitigation and response in urban contexts in Haiti, ensuring overall efficiency, effectiveness and delivery of results in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards. The GBViE Specialist will provide guidance and direction on emergency GBV issues and ensuring implementation of high-impact interventions in acute and chronic emergencies as outlined in UNICEF’s and IASC technical guidelines.
The Specialist contributes to the achievement of concrete and sustainable programme/project results according to plans, budget allocation, results based-management approaches and methodology, and UNICEF’s Strategic Plans, standards of performance and accountability framework.
1. Provide strategic and technical support on GBViE
• Provide technical advice, guidance and oversight on the formulation, design, planning, implementation, monitoring and evaluation of integrated and or distinct GBViE programmes to ensure overall efficiency and effectiveness of programme management, delivery and accomplishment of programme goals and objectives.
• In line with the CCCs that pertain to GBViE under Child Protection and cross-sectoral commitments that pertain to all programme areas: ensure quality, coordinated, survivor-centred and age-appropriate response services are timely, available and used by survivors of GBV; ensure GBV prevention programmes are implemented and ensure child protection programmes implement actions that address and reduce risks of GBV. Concerning cross-sectoral efforts and commitments related to ending GBV, ensure GBV prevention and risk mitigation is included in all programmes.
• Provide updates and briefings on GBViE in the affected contexts for senior management at the Country Office (CO).
2. Work across other UNICEF CO sectors and in coordination with UNICEF RO, other agencies in Haiti, , to ensure GBViE prevention and response is adequately addressed and coordinated across sectors, by completing the following:
• Provide technical advice, guidance and oversight to the Child Protection Team as they work with GBViE to ensure there is a comprehensive plan of action to better address GBViE across all humanitarian interventions in affected areas, including:
o Develop and support implementation of GBViE interventions covering the three pillars approach as per the UNICEF GBViE Operational Guide: response, risk mitigation and prevention.
o Develop or revise Standard Operating Procedures (integrated with child protection whenever appropriate) for prevention and response to GBViE concerns to ensure quality of care and safe and effective coordination and referral;
o Undertake capacity building initiatives to strengthen GBViE case management practices in line with minimum standards (integrated with child protection whenever appropriate);
o Advise on safe information sharing practices, including through interagency information management systems.
• Closely work with UNICEF CP section and other sections (such as WASH, Health, Nutrition, Learning and Development, Nutrition, Social Policy, and Communication for Development) and the Emergency Unit (noting its cross-cutting function) to ensure GBViE risk mitigation is adequately addressed in line with the IASC GBV Guidelines
3. Coordination
1. Provide advice on GBV concerns in strategic discussions with other UN agencies and national government coordination fora.
2. Support the strengthening and sustainability of GBV coordination mechanisms.
3. Build strategic alliances with other key actors internally and externally to advocate for gender-sensitive programming and ensure continuity of advocacy efforts.
4. Supporting the collection and analysis of sex- and age-disaggregated data (quantitative, qualitative and anecdotal) by facilitating the inclusion of gender and diversity dimensions into needs assessment frameworks, including rapid assessments.
4. Support allocation and management of sufficient financial and human resource capacity is in place to effectively achieve the goals noted above.
• Promote and facilitate the inclusion of GBViE into the response plan, humanitarian appeal processes and documents including sitreps.
• Support writing funding proposals and resource mobilisation for GBV
• Prepare programme reports for management as required.
• Ensure continued capacity building for UNICEF staff on GBViE.
Education: Advanced university degree in international development, social science or related technical field (e.g. public health, social work, political science, human rights, etc.) or equivalent work experience within the field of GBV.
Experience: A minimum of five years of professional experience in gender-based violence in emergencies is required. Relevant experience in child protection and related areas, programme/project development and management in a UN system agency or organization is an asset. Experience in humanitarian contexts is necessary. Additional experience within the Haiti context, an asset.
Language requirements: Fluency in English and French is required. Good writing and speaking skills in the language of the humanitarian operation and knowledge of another UN language is an asset.
