ABOUT THE JOB

Under the overall supervision of the Head of Support Services, the direct supervision of the Finance Manager the successful candidate will be responsible and accountable for coordinating the budgetary and financial functions of the DRC AFG Country Office and its Area-Offices.

Responsibilities:

Advise and provide support in monitoring and overseeing the financial management for all activities in DRC Afghanistan including the oversight of financial expenditure and accountability; undertake preliminary financial analysis of projects in the Country Office. Provide input for and coordinate the preparation of donor financial reports in accordance with DRC regulations and established procedures. Evaluate the data and ensure that accounting data is properly entered in ERP/Dynamics, in accordance with DRC financial rules and practices, and maintain accurate records of ERP/Dynamics entries including hard copies of all vouchers and supporting documentations. Review the monthly accounting returns for accuracy and ensure that these are submitted on a timely basis and are completed according to DRC Accounting Policies and Procedures. Assist in forecasting cash flows according to activities in the Country Office and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements. Support the Finance Manager and HoSS in preparing annual master budget for the Country, monitor budget control and analyze variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes. Inspect payroll and support cost versus budgets, ensuring that salaries and support costs are correctly allocated to projects consistent with DRC's fair share allocation policy. Provide support and information to SMT throughout the project cycle to enable compliance with DRC’s policies and procedures and any donor-specific requirements. Make recommendations on procedural improvements and train national staff in the relevant areas of accounting and finance. Facilitate and support knowledge building and sharing in accounting and finance. Liaise with other internal functional units of the Country Office, and support the Finance Manager in liaising with banks, donors and government counterparts, auditors and other stakeholders as required in the performance of the accounting function. Liaise with relevant units at HQ with regard to the accounting and financial activities of the Country Office. Supervise and train finance officers on DRC financial policies and procedures. Perform such other related duties as may be assigned.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

At least five years’ experience in financial management, financial reporting, accounting, budgeting and purchasing with INGO Experience preparing reports, budgets, statistics and coordinate administrative activities; Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities; Good knowledge of MS Office products, specifically Excel, and good computer literacy skills required; Knowledge of software (ERP/Dynamics) and procedures a distinct advantage; and, Experience with international institutions knowledge of International Public Sector Accounting

Education:

Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution

Languages:

Excellent spoken and written English

• Duty station: Kabul, Afghanistan
