ORGANIZATIONAL CONTEXT

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihood support as the needs of the target population evolved over time. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalizing the food value chain in the earthquake-affected regions.

JOB PURPOSE

To manage the stewardship of WFP’s humanitarian and development financial resources, BPU and Admin by overseeing the country portfolio budget, including monitoring and analyzing financial and accounting data, conducting forecasting and risk analysis, reporting, and overall, providing strategic and technical advice to enable effective management and utilization of funds. To lead the delivery of quality, customer-focused, value-for-money financial and administrative services that enable the WFP Turkiye Country Office to deliver activities in line with its strategy, ensuring assistance to beneficiaries is undertaken most efficiently and effectively possible.

KEY ACCOUNTABILITIES (NOT ALL INCLUSIVE)

1. Led a team of finance, administration, and budgeting staff, establishing priorities and plans, monitoring progress, and providing coaching, training, and guidance to ensure appropriate development and enable high performance.

2. Support corporate finance and resource management strategies by contributing to the development of policies and procedures, participating in key programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting, and accounting.

3. Collaborate with Units, review project budget plans, and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.

4. Analyse data and propose well-researched ideas to senior officers for improvement to systems, techniques, tools, processes, and procedures to better monitor and manage budgets and funds.

5. Lead the implementation of organization finance, budgeting, and resource management operations, in order to support the timely and effective supply of food assistance and comply with WFP standards and processes.

7. Lead the delivery of accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines, and compliance with accounting processes and corporate governance requirements.

8. Identify and develop improvements to policies, systems, and procedures in order to improve the efficiency and effectiveness of operations, minimize risk, and ensure services are aligned with business objectives.

9. Coordinate and deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas that may present potential audit, compliance, or financial risks.

10. Provide financial assessment of partners, including those providing cash-based transfers and other service providers, while furnishing conclusions to management to enable them to make informed decisions and minimize financial risk to the organization.

11. Design, implement, monitor, and analyze budgets for new and ongoing projects according to the established corporate procedures and requirements.

12. Ensure that bank reconciliation, disbursements, clearance of receivables, overall cash management, and monthly financial closures are performed regularly and in accordance with corporate requirements.

13. Manage and deliver administrative services, negotiating contracts and following standard processes to provide cost-effective, quality, and timely services to WFP staff and partners.

14. Monitor and analyze financial and accounting data, identifying and forecasting trends, anomalies, or issues, and proposing solutions to management with regard to the status of budgets, availability of funds, programme effectiveness, and financial viability.

15. Represent the Resource Management unit at internal meetings, external meetings, and events with other UN agencies, banks, and other financial institutions, or other partners and entities as required.

16. Contribute to preparedness actions such as early warning, risk analysis, and contingency planning and make recommendations. Periodically monitor the management of risks and report on actions taken.

17. Manage the existing resources in the area of responsibility (e.g. managed facilities, assets, travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness, and timeliness of operations and services.

18. Facilitate the compliance of the services provided (e.g. managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide recommendations to the management on any improvements/changes, when required.

19. Actively represent WFP in inter-UN agency fora, such as the UN Operations Management Team

20. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience: Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subjects with 8 years of related work experience plus membership in an internationally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Language: Excellent written and oral communication skills in both English and Turkish.

DESIRED EXPERIENCE FOR ENTRY IN TO THE ROLE

Strategic leader with a minimum of five (5) years of postgraduate professional experience; in specialized finance, administration, and/or budgeting areas, in complex operations, with progressive responsibilities undertaken including Unit management. Proven successful experience in implementing financial policies and procedures, using risk analysis, within an Internal Control framework. Management of large diverse teams, including multi-cultural. Experience in the humanitarian sector is an asset.
