NRC Afghanistan is looking for a committed and self-driven Economic Inclusion Specialist. Someone who can provide strategic direction and technical leadership to an expanded livelihood and food security programme with an increasing focus on economic inclusion. Someone with the ability to lead the shift in the operational focus of the livelihoods and food security response. Someone to lead the start-up of NRC Afghanistan multi-year urban livelihoods projects, focusing on private sector development. The ideal candidate has experience in engagement with programs involving small and medium enterprises, job placements and development of market infrastructure and working with the government.

NRC AFGHANISTAN

Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as the ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces, by providing Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.

ABOUT THE POSITION
The purpose of the Specialist position is technical development, strategic direction and quality assurance of the Livelihoods & Food Security Core Competency and Economic Inclusion portfolio. The Specialist is responsible for mentoring, training and building the capacity of relevant Core Competency staff.

Responsibilities

1. Lead start-up and implementation support of two large, multi-year urban livelihoods projects in multiple locations, focusing on private sector development (engagement with small and medium enterprises, job placements, small business startups, development of market infrastructure, etc.).
2. Lead the establishment of strategic partnerships in line with core competency global and regional priorities
3. Contribute to the scale-up of existing LFS programme components.
4. Facilitate the institutionalisation of cash-based interventions and market-based programming within (and across) NRC core competency responses, where appropriate.
5. Ensure associated capacity building, guidance and SOP development and interdepartmental engagement.
6. Develop LFS CC strategy, technical guidance and macro log frames that are aligned with regional and global strategies and priorities
7. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
8. Follow up on compliance with contractual commitments within LFS CC, ensure high technical quality and synergies in project implementation• Provide technical direction and project implementation support
9. Ensure that key learnings are extracted from LFS CC implementation, and incorporate them in LFS CC and staff development processes
10. Provide systematic training and build the capacity of technical staff, in approaches including cash-based interventions and market-based programme
11. Represent NRC in relevant forums/clusters, including with national authorities and donors

WE ARE LOOKING FOR YOU IF YOU HAVE:

• Minimum 4 years of experience within livelihoods and food security in a humanitarian/ recovery context
• Experience working in complex and volatile contexts, including emergency contexts
• Knowledge and skills in market analysis, cash-based interventions and market-based programmes Knowledge about own leadership skills/profile
• Experience in urban livelihoods programmes, in particular working with the private sector.
• Experience in food security interventions, both cash and in-kind.
• Solid understanding of global food security M&E indicators, including how to collect, analyse and report them.
• Experience working with the Food Security and Agriculture Cluster (FSAC), at the country or global level.
• Experience with overseeing start-up and implementation of large projects, including setting up teams, donor reporting, budgeting, writing SOPs.
• Enthusiasm for frequent travels to the field, including in difficult or insecure environments.
• Keen interest in developing national staff capacity, including one-on-one mentoring – especially for female staff.

ADDITIONAL INFORMATION

This position is open to both Afghani nationals and all other nationalities as well. The contract terms will either be the NRC Afghanistan Terms of Employment or the NRC International Staff Terms of Employment.
This is an unaccompanied post/non-family duty station, with shared housing/ accommodation of moderate standard. Due to the unstable security situation, recreational and social facilities are limited. All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
An approved health certificate will be requested before contract start. Selected candidate need to provide certified University diplomas prior to applying for a visa to Afghanistan.
